About USAID Project:
With support from
the Chemonics led USAID EEA project, World Vision and the Africa Climate Change
Resilience Alliance (ACCRA) worked towards strengthening collaboration between
government institutions. These include the Uganda National Meteorological
Authority (UNMA) which provides weather forecasts based on rainfall and
temperature, the National Agriculture Research Organization (NARO) which
provides agro-meteorology information, and the Directorate of Water Resources
Management (DWRM) which produces hydro meteorology information. This
collaboration led to a better package of the weather forecasts and climate
information with agro and hydro technical advisories and implications to the
end users especially under the agricultural sector to make informed plans and
decisions in production and productivity amidst the changing climate and
weather conditions.
Job Summary:  The Project Officer – DRR and Capacity
building Feed the Future will be responsible for outputs related to Weather and
Climate Risk Management, Community-based Disaster Risk Management and
Preparedness. The incumbent will ensure all activities related to the project
are implemented in a timely, efficient and Quality manner in full coordination
with key stake holders including UNMA,OPM(NECOC),ACCRA Consortium members,
DAES, MWE, NARO, MAIIF, Livelihood and Resilience Program field areas and
communities in order to fulfil this task, the project officer (PO) will carry
out regular stakeholder consultations, field visits, closely liaison with the
line ministries and departments, organizations as well as target beneficiaries
and end- user beneficiaries.
Key Duties and Responsibilities: 
·        
Steer the
coordination and engagement of all the project stakeholders in the project
related activities including organizing trainings, meetings at National and
regional levels.
·        
Ensure
efficient and effective implementation and delivery of all outputs/components
of the Project result areas including Preparation, coordination and managing
detailed work plans and ensuring timely implementation and good quality
deliverables.
·        
Manage
the project ensuring value for money, timely financial reporting and
accountability and good budget management practices.
·        
Work
with the finance department to ensure effective management of financial
resources including processing and tracking funds transferred to local
partners, reviewing accountability reports and managing forecasts.
·        
Manage
the project M&E function making sure the project has a clear M&E plan
that is adequately implemented to support tracking project progress reporting,
reflection and learning.
·        
Supervise
the preparation of Terms of References and Letters of Agreement for key project
inputs (personnel, sub-contracts, training and procurement) in liaison with
other departments.
·        
Monitor
and coordinate the work of partners(UNMA,NECOC)and consultants to ensure
expected outputs and adequate capacity building as planned;
·        
Prepare
project progress reports and project final report and organize project advisory
committee meetings, mid-term reviews/ and end evaluation missions, as well as
follow-up requirements on implementation issues.
·        
Ensure
close technical and operational collaboration and coordination with Government
Agencies (e.g. Ministry of Agriculture, Animal Industry and Fisheries) and
District Local Government partners of the Project;
·        
Provide
information for linkages across project activities to help identify critical
points of integration and close coordination with Field Program teams
·        
Ensure
proper integration of the project activities with other projects under
Livelihood and Resilience , but also across other sectors;
·        
Represent
World Vision Uganda and the project at relevant and/or related events; Organize
and hold periodic performance review meetings to assess project progress and to
agree and communicate on time any changes in strategy with the key project
stakeholders.

Qualifications, Skills and Experience: 
·        
The
ideal candidate for the World Vision Uganda Project Officer – DRR and Capacity
building Feed the Future job opportunity must hold a Bachelor’s Degree
Qualification in Disaster Risk Reduction/Climate Change and Adaptation
(DRR/CCA), Environmental Sciences, Agriculture and any related field.
·        
Four
years of working experience in DRR & CCA assessments, designing and
implementation of programme interventions is essential, sustainable
agriculture, etc. experience in working with vulnerable people especially Women
is desired.
·        
Understanding
and experience of programming and advocacy in the development sector, and in
particular on DRR, CCA, livelihoods, resilience building or social protection
·        
At least
four years prior experience of managing partnerships as well as implementing
donor projects through demonstrated collaborative / networking skills and
experiences including proven experience of working with Government officials
with good negotiation skills, diplomacy and tactics
·        
Excellent
understanding of relevant international, government policies, strategies,
programme and structures related to CCA, DRM, sustainable development,
Agriculture, gender and planning processes.
·        
Proven
experience in multi-stakeholder coordination & working through a consortia.
·        
Proven
experience in research and design of management, base line, information
collection in DRR, CCA, Agriculture resilience
·        
Excellent
project management and team leadership skills
·        
Demonstrated
skills and experience in report writing and budget management
·        
Knowledge
and dynamic in working with vulnerable farmer groups especially women and
girls.
·        
Experience
and commitment to work with Women and girls
·        
Experience
in partnerships with external organizations including Government Agencies.
·        
Excellent
communication (verbal and written) and interpersonal skills, with ability to
work with people from diverse cultures
·        
Proven
computer skills and knowledge of Microsoft software including MS Word
processing, Power point presentation, Excel spreadsheets, e-mail and web based
research.
Competencies
·        
Excellent
knowledge and experience of Climate Change and Resilience project cycle
management, action research and Results-logical framework (MEAL).
·        
Excellent
conceptual, analytical, and critical thinking; Strong good communication
skills, both oral and written, including the ability to write clearly and
concisely on technical, socio-economic and financial issues.
·        
Proven
experience and familiarity with integrated Programming models including
Holistic approaches to resilience and safety nets in Uganda.
·        
Proven
ability to analyses and communicate complex Weather and climate information at
a simpler level to a wide audience.
·        
Practical
experience of integrating Disaster Risk Reduction and/ or Climate Change
analysis into development, humanitarian or capacity building and advocacy work.
·        
Excellent
organization, problem-solving, teamwork and coordination skills and strong
ability to manage demanding and complex programmes;
·        
Excellent
knowledge of the public and private Actors in weather and climate information
services delivery in Uganda and Internationally.
·        
Ability
to work under pressure and to meet deadlines;
·        
Commitment
to the Mission, Vision ,values and behaviours of World Vision
·        
Lead by

·        
Ability
to work with minimum supervision and meet tight deadlines
·        
Demonstrate

Fluency
