Job Summary:  The Government & Public Relations Manager
will be responsible for public relations management, government and the mass media,
including formulating Management System for Public Relations and Activity Plan.
The incumbent is responsible for supporting all other departments to prepare
and transmit their documents within the different governments.
Key Duties and Responsibilities: 
  • Responsible for public relations management of both internal and
    external affairs, design activity plans for the Company’s public
    relations, set up and implement Public Relations Crisis Management
    Procedures.
  • Responsible for communicating with the Company’s headquarters
    frequently regarding policies, procedures, and processes.
  • Responsible for managing good relations with the Chinese Government
    and other foreign stakeholders.
  • Maintain mutual and good relations with all government bodies from
    top to bottom, manage communication with them.
  • Compile policy information and collect external opinions on the
    Company.
  • Establish and maintain good relations with print media, electronic
    media, network media and television media houses.
  • Establish and maintain a public relations database; select, update
    related partnership and its management network.
  • Lead in the updating of related law, legislations and policies.
  • Provide support to other departments with their transaction of
    documents, such as registration, investment and seeking construction
    permits.
  • In charge of programming, execution of public relations,
    publications affairs and group activities.
  • Other assignments from Management.

Qualifications, Skills and Experience:
  • The ideal candidate for the CNOOC Uganda Government & Public
    Relations Manager job opportunity should preferably hold a Bachelor’s
    degree or above in Public Relations, Sociology, International Relations or
    Oil & Gas industry related.
  • At least ten years of related working experience including 5 year experience
    in Oil & Gas industry.
  • Knowledge:
  • Extensive knowledge of international relations, politics and
    economics.
  • Extensive knowledge on sustainable development of environment and
    society.
  • Ability to manage CNOOC’s media relation policy and system and relations
    with the Chinese Embassy.
  • Good understanding of the Ugandan Government laws and regulations
    and protocol.
  • Understanding of the different publication channels of all kinds of
    media.
  • Understanding of the oil and gas industry.
