Refugee Council (DRC)
Officer/Team Leader
Council (DRC) is a private, independent, humanitarian organization working on
all aspects of the refugee cause in more than 36 countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.
primary function is to ensure quality implementation of the overall community
service component which constitutes the overall DRC program. The Protection
Assistant-Community Services is also responsible for representing DRC in any
relevant field based thematic meetings with stakeholders and other local
authorities. In addition, He/She will be responsible for complying with donor
and internal DRC reporting and accountability policy and procedures. He/she is
also tasked with providing technical assistance and guidance to mainstream
protection across programs in all sectors. The CSA is also responsible to
develop/strengthen relationships with donors – at the field level – in close
cooperation with the Community Service Officer.
- Tasked with building relationships with community groups and
identifying opportunities for community work placements; - Participate actively in developing protection plans that address
protection needs and risks faced by refugees; - Ensure that concerns of persons of concern and vulnerable groups of
the community are identified and addressed in a timely and effect manner; - Facilitate regular participatory assessments by multi-functional
teams using the AGDM perspective to understand their protection concerns
and priorities and the resources available to them; - Improving participation of the refugees and the host communities to
define and prioritize solutions to their problems, including those of the
PSNs, EVIs, PWDs during all phases of programming; - Collaborate with the various functional units to take community
development approach in their work; - Ensuring that refugee children participate in suitable educational
programs in suitable facilities and promotion of girls attendance; - Liaise with other partners, refugee communities, and local
communities to develop specific activities to address social,
psychological, cultural, health and livelihood concerns of refugee
communities and support community initiatives; - Promote protection and care of children including adolescents,
ensuring that unaccompanied and separated children are identified,
registered, placed in suitable family arrangements, and monitored while
family tracing is carried out. - Follow up all DRC / DDG Procedures for Security, Finance, Logistics,
HR and Administration.

Assistant-Community Services job placement should have two years’
experience working with community development preferably in a refugee
setting - Experience in activity and budget management
- Proven experience managing community dialogues and working directly
with beneficiaries - Desirable: experience working with or implementing UNHCR projects
