- The job holder based on site will be responsible for the support to
the execution of the community impact initiatives identified in the ESMPs,
participate in the Monitoring and Evaluation of these to ensure compliance
with International best practices such as International Finance
Corporation (IFC). - Work closely with implementing contractors such as RAP contractor in
the identification of both positive and negative Project impacts on
community, household and individual livelihoods. Identifying livelihood
restoration needs focusing particularly on land based livelihoods but also
identifying other livelihoods that may be affected by the Project and the
land acquisition process such as tourism, small businesses, and informal
sector activities etc. - Leading engagement at the regional district and village level with
government stakeholders and community representatives in the
identification of livelihood challenges and opportunities for livelihood
restoration. - Under the direction of the Social Studies and Land Acquisition
Coordinator, work closely with the RAP contractor to ensure respect of the
contract and schedule for the development of the livelihood restoration
plan and identify any drift from the scope or planning. - The job holder will also be key in ensuring requirements for
contractors as per the ESMP are adhered to for example those related to
labor and working conditions, recruitment and training etc.
- The applicants for the TOTAL Community Development and Livelihood
Restoration Officer job opportunity should hold a Degree in agronomy,
agricultural engineering, development economics, geography, demography,
social sciences or related discipline. - At least 10-15 years professional experience in working with rural
communities in Uganda, preferably within the area covered by the future
pipeline and terminal. - A minimum of 5 years professional experience working in livelihood restoration
for the extractives or a related industry. - Excellent communication skills with a proven ability to develop and
maintain good relations with stakeholders including government authorities
and local communities. Negotiation and conflict management skills. - Proven ability to work independently and meet deadlines.
- Good Computer skills; report writing and analytical skills.
- Fluency in English (written and spoken) and Kiswahili essential,
other relevant local languages an advantage
