Programme Policy Officer
Programme (WFP) is the United Nations frontline agency against world hunger. It
is the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.
for monitoring Food Assistance processes and activities in the General Food
Assistance modality to support the effective delivery of assistance in Rhino
Camp and Bidibidi refugee settlements.
- Work and exchange information with internal counterparts and other
partners to plan operations, support effective collaboration, implementation
and monitoring of ongoing project activities; - Monitor Food Assistance programme, Nutrition programme and
Livelihood activities, verify the planned movements and distribution of
non-food items, resolving routine issues and/or escalate them where
appropriate, to ensure that the quantity distributed and the quality of
the operation is in line with WFP standards; - Collect and summarise food assistance, Nutrition and Livelihood
data, collaborating with cooperating partners where required, conduct analysis
and prepare reports to support programme reviews and informative decision
making; - Work closely with cooperating partners and internal counterparts to
gather feedback and comments to support programme reviews and improve
services; - Suggest improvements to field monitoring processes and procedures
for efficient implementation of the assistance programmes; - Arrange for regular meeting with community leaders and cooperating
partners on commodity pipeline distribution arrangements, food
entitlements and other relevant issues to support effective communication
flow and efficient operations; - Support communication and activities with local partners, agencies,
NGOs and government institutions; - Act as a Point of Contact for resolution of general operational
queries requesting assistance where necessary; - Build team capacity and morale to accomplish the given mandate, and
manage performance and development through effective task management,
guidance, coaching, training and accountability; - Provide standard trainings for cooperating partners on WFP
operational practices, monitoring tools and methods to support them to
independently self-monitor and to contribute to the visibility of WFP in
the coverage areas; - Assist in encouraging women’s access to economic skills development
and sensitising public opinion on gender issues and gender focused
activities; - Follow standard emergency preparedness practices to ensure WFP can
quickly respond and deploy needed resources to affected areas at the onset
of the crisis - Perform any other related duties as required.
- The ideal candidate for the United Nations UN World Food Programme
(WFP) Programme Assistant job placement should hold a Bachelor’s degree in
Nutrition, Social Sciences or any other related field obtained from a
recognised education institution; - A minimum of four (4) years of relevant working experience in a
reputable orgnisation(s); - Proficiency in both oral and written English
- Has facilitated communication with technical teams (i.e. nutrition,
VAM, etc.). - Has contributed to implementation of programmes.
- Has observed or assisted with policy discussions.
- Programme Lifecycle & Food Assistance: Can facilitate implementation of food
assistance programmes under guidance using basic understanding of
principles and good practices of programme design, implementation and
monitoring. - Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to facilitate,
under guidance, food assistance programme implementation that deploys full
range of transfer modalities with an understanding of basic principles
guiding modality selection and implementation. - Knowledge of Specialized Areas: Understands basic technical concepts and data andtheir relevance to
food assistance programmes. - Emergency Programming: Displays capacity to provide inputs into the development,
implementation and realignment of high quality emergency programmes. - Strategic Policy Engagement w/Govt: Understands and applies basic principles
of engagement with government counterparts at the national or local level.
