The Office of the
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Job Summary:  The Protection Associate (Child) assists in providing functional
child protection assistance to information management and programme staff. The
incumbent works directly with communities and children of concern to identify
the risks they face and to leverage their capacities to protect themselves,
their families and communities. To fulfil the role of Protection Associate
(Child) is required to spend a substantial percentage of her/his time working
outside the office, building and maintaining networks within communities of
persons of concern.
Key Duties and Responsibilities: 
  • In line with UNHCR’s Framework for the
    Protection of Children, assist in implementing child protection programmes
    which are aligned with the national child protection system and services,
    and advocate for inclusion of children of concern in national child
    protection systems and related services such as birth registration or
    alternative care for unaccompanied children.
  • The Protection Associate (Child) will
    also assist in strengthening strategic and innovative partnerships for
    Child Protection with community-based, local, national, and international
    organizations, with a focus on ensuring continuity and sustainability
  • Regularly monitor Child Protection
    programs implemented by UNHCR and partners and report to the Protection
    Officer to adjust the program as required
  • Support in strengthening a core referral
    mechanism for child protection response services through consultative
    development of Standard Operating Procedures (SOPs)
  • Assist in providing functional guidance
    to UNHCR and partner staff involved in child protection activities, and in
    developing and implementing child protection capacity development plans
    for UNHCR staff and partners.
  • Support the participation of children,
    adolescents and youth in the development and implementation of strategies
    that address key child protection priorities, including through
    participatory assessments
  • Maintain child protection presence
    through regular/frequent field missions and reports, making direct contact
    with children of concern, their families and communities, as well as local
    authorities and partners
  • Perform any other related duties as
    required.
Key Performance Indicators:
  • National child protection capacities are
    improved through direct engagement, research and advocacy with all
    relevant external interlocutors
  • The participation of children,
    adolescents and youth of concern is assured through continuous assessment
    and evaluation using participatory, rights and community based approaches,
    which inform protection and assistance programming and ensure that UNHCR
    meets its commitments to accountability to children, adolescents and youth
    of concern
  • Child protection cases are effectively
    identified and addressed
  • Enforce compliance of staff and partners
    with UNHCR’s global protection policies and standards related to child
    protection, the best interests procedure and standards of professional
    integrity in the delivery of protection services.

Qualifications, Skills and Experience:
  • The ideal candidate for the United
    Nations UNHCR Protection Associate (Child) career opportunity should have
    completed secondary School Education with post-secondary certificate/
    training in Law, Social Sciences or Community Services or human rights.
  • At least six years of experience in the
    related field, in refugee programme or similar humanitarian operations.
  • Fluent in
    English      
  • Good computer skills
  • Completed Protection Learning Programme
  • Knowledge of local languages is desired
