About USAID RHITES-EC Project:
University Research
Co., LLC (URC) is implementing the USAID Regional Health Integration to Enhance
Health Services in East Central Uganda Project (USAID/Uganda RHITES-EC) whose
aim is to support the implementation of a comprehensive integrated investment
in regional  health, nutritional assistance and HIV/AIDS programs. The
five-year project targets 11 districts in East Central Uganda with an estimated
total population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Job Summary:  The Senior Advisor for PMTCT and
Pediatric/Adolescent HIV will provide senior level strategic planning and
technical leadership for PMTCT and pediatric/adolescent HIV programming to
USAID RHITES-EC Activity teams, as well as the 11district local governments and
their structures. The position holder will also build and effectively manage
PMTCT/pediatric/adolescent HIV partnerships at various levels teams including
the Ministry of Health, Development and Implementing Partner Networks, as well
as within and across the EC region districts.
Key Duties and Responsibilities: 
  • Closely working with supervisor, other
    program and district teams, lead the design, implementation and continuous
    evaluation of PMTCT, pediatric and adolescent HIV interventions
  • Lead efforts for and participate in
    hands-on PMTCT/pediatric/adolescent HIV skills building activities for
    district, healthcare facility and community managers and service delivery
    teams through onsite training, support supervision, mentoring and coaching
  • Closely work with and support project
    Monitoring, Evaluation and Learning team, district and site teams to, on a
    continuous basis, identify PMTCT, pediatric and adolescent HIV data and
    site-level records gaps and put in place and institutionalize corrective
    actions
  • Closely work with and optimally leverage
    efforts from the MOH, regional and district PMTCT/MNCH teams to build and
    sustain healthcare facility level capacity for delivery of quality PMTCT,
    pediatric and adolescent HIV services across the continuum of services
  • Fully participate in development of
    project workplans as well as writing reports and presenting performance
    results as when and where needed
  • Supervise other project teams as
    designated
  • Effectively and actively participate in
    the MOH PMTCT, pediatric and adolescent HIV technical working group
    activities and other related national level fora, including providing
    effective representation of the USAID RHITES-EC Activity

Qualifications, Skills and Experience:
  • The applicant for the USAID RHITES-EC
    Senior Advisor for PMTCT and Pediatric/Adolescent HIV job opportunity must
    hold a Bachelor’s degree in Medicine and additional post-graduate training
    in pediatrics, public health, epidemiology or other related qualification
  • Five years or more of professional
    experience working with PMTCT/pediatric/adolescent programs in Uganda or
    other developing countries
  • Significant and demonstrable experience
    collaborating, developing and managing partnerships with Ministries of
    Health/National Programs, District Local Governments, Communities, PEPFAR
    Agencies, NGOs, and/or other stakeholders in the relevant areas regarding
    alignment with national policies and strategic plans
  • Working knowledge and experience in
    application and use of quality improvement methods to identify address
    gaps in health service delivery systems and processes
  • Demonstrable good writing and
    presentation skills
  • Demonstrated leadership and teamwork;
    produces high quality work in a timely, cost-effective manner; excellent
    oral and written communication skills.
  • Proven ability to set priorities,
    multi-task, and work collaboratively with others, as well as
    independently.
  • Excellent interpersonal skills.
  • Previous experience with PEPFAR funded
    projects, including current and deep knowledge on pediatric, PMTCT and
    adolescent HIV programming is highly desirable
