an International Cooperation Office in Geneva. Good Neighbors USA opened its
Los Angeles office in 2007, which currently handles fundraising, donor
management, volunteer programs, and marketing campaigns for all major projects.
In December 2010, a Washington D.C. office was established to network and
partner with other organizations, as well as obtain grants from U.S. government
agencies and foundations.
Job Summary:  The Refugee Specialist will enhance the
coordination and integration with other stakeholder in the refugee response in
the selected region and channel information in leadership, proposal
development, planning and budgeting to support Good Neighbors as needed. The
incumbent will serve as a liaison between Good neighbors and platforms in all
the Refugee Selected areas in providing refugee response and provide up to date
information for the program to respond appropriately to emerging leadership,
conflict mitigation and planning needs.
Key Duties and Responsibilities: 
  • Coordinate with the embedded technical Officers and district
    leadership as well as other government stakeholders, private sector, and
    development partners to support Good Neighbors Uganda  to increase integration of the refugee
    response;
  • Develop proposals for Refugee Projects
  • Provide technical assistance to selected areas hosting refugees or
    affected by the refugees’ settlements, building their capacity in
    leadership, resource allocation, conflict mitigation and mediation with
    focus on the refugee response
  • Work closely with civil society organizations at district and
    regional level to increase visibility for the concerns of both hosting and
    non-hosting communities;
  • The incumbent will employ effective communication mechanisms for
    providing up-to-date information to district and regional leaders to
    enable them make informed decisions at district and national level on the
    refugee response;
  • Provide technical oversight to other officers implementing community
    and civic engagement activities in the selected region related to the
    refugee issues;
  • Provide information for programmatic reports, success stories and
    lessons learned; participate in the monitoring and evaluation of project
    activities
  • Oversee implementation of all interventions/project in refugee
    settlement
  • Supervise a proper and timely implementation of all projects
    according to agreed policies and donor requirements;
  • Prepare annual/project action plans for the project in accordance
    with annual planning cycle;
  • Provide regular internal reports and other relevant information on
    general policy matters and programme activities to GNIUG Country Director
    based on agreed formats and schedules;
  • Ensure donor requirements are met including production of reports in
    formats agreed with the donors and partners.
  • Ensure that a sound documentation including relevant beneficiary
    data is collected and that relevant assessments are conducted in the
    project area.
Coordination:
  • Maintain close and good relations with all relevant stakeholders
    including the UNCHR, WFP and other relevant UN organizations, OPM, local
    authorities, line ministries, donors, NGOs, CBOs and other partners
  • Ensuring Project planning (participate in project development,
    concept/operational notes), activity implementation and management

Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a Master’s degree
  • A minimum of six years of experience in Governance or Humanitarian
    Assistance Sector
  • Broad knowledge and understanding of the working processes within
    refugee Settlements
  • Excellent interpersonal and communication skills
  • Previous experience with refugee projects is a must
  • Previous experience in a similar position is desirable.
