Job Summary: The Program Officer will supervise and monitor
the m2m RMNCH/PMTCT care and support program activities in various health
facilities located in the East Central region of Uganda under the OHTA Project
( (Optimizing HIV Treatment Access Among Pregnant Women in East Central
Uganda).

Key Duties and Responsibilities:
- Work closely with the program manager in the development of annual,
quarterly and monthly work-plans for the SUUBI and Women empowerment
(Cartier project); - Supervise and ensure smooth and effective program implementation at
the m2m supported health facilities
across the region; - Support the manager in the identification, recruitment, training and
orientation of Site Coordinators and Mentor Mothers at both facility and
community levels; - Conduct regular site supervisory, coaching and on-job mentorship
visits to health facilities implementing RMNCH/PMTCT ensuring provision of
quality clinical, care and support services; - Submit weekly monitoring plans and reports with recommendations for
follow-up action to program management; report and suggest solutions for
any concerns about partners or project related issues; - Support roll out and implementation of Project Bio – Quality
improvement (QI) initiatives at sites of focus to improve performance of
the program against key indicators along the PMTCT cascade; liaise with
relevant stakeholders to support timely execution of actions beyond the
health facilities mandate. - Support routine collection, reporting, and data utilization to promote program
quality for both facility and community levels; - Work in close collaboration with the Program Manager and the
Training & Community Liaison Coordinator, support the development of
program activity budgets, and monitor and report expenditures - Take the lead in coordination of community-facility linkages and
referrals strengthening activities
including VHT activities, engagement of CBOs, religious leaders and other
community structures - Conduct regular meetings with Site Coordinators and Community Mentor
Mother Coordinators to provide technical and administrative support - Undertake performance appraisals for field staff, facilitate and
evaluate individual training needs, and staff development - Liaise with district health teams, facility and community levels,
also forming strong relationships with local communities and partner
organizations; represent m2m at the various districts levels as
appropriate - To perform any other duties assigned by the Program Manager
Qualifications, Skills and Experience:
- The applicant for the m2m Program Officer job placement should
preferably hold a Bachelor’s degree or equivalent in Public Health,
Nursing Sciences or related field - Four years of experience in Health, Community work and PMTCT service
delivery including 3 years in middle level Program Management - Good working knowledge of relevant PMTCT protocols and policies in
Uganda - Experience with training and M&E
- Strong interpersonal, communication and team building skills
- Dynamism, independence and creativity
- Computer literacy (MS Office, Outlook and Internet)
- Excellent time management, reporting and writing skills
- Fluency in English and Luganda/Lusoga required
