About RFBCP Project:
The German Federal
Ministry for Economic Cooperation and Development (BMZ) has commissioned the
Gesellschatt fur Internationale Zusammenarbeit (GlZ) with the “Responsible
Fisheries Business Chain Project (RFBCP) which is part of the Global Program on
Sustainable Fishery and Aquaculture, funded under the special initiative “One
World No Hunger.” The overall objective of the program is to ensure food
security and to reduce poverty by increasing fish supply and income. RFBCP is
concentrating on sustainable fisheries management of Nile perch at Lake Victoria.
Its three main areas of activity are: improvement of the artisanal fisheries
leading to better access to fisheries products and employment opportunities,
promotion of sustainable fisheries and reduction of illegal, unreported and
unregulated (IUU) fishing.

Job Summary: The Program Officer (Fisheries) is responsible
for the supervision of the timely and efficient planning, implementation and
monitoring of RFBCP activities, coordination of partners and programmatic
activities, timely and quality reporting.

Key Duties and Responsibilities:

- Planning, coordination and implementation of project activities
- Preparation of monthly, quarterly, annual work plans and budgets,
including mile stones. - Implementation of activities as indicated in work plans
- Preparation of concept papers, technical documents and presentations
- Preparation of detailed budgets for project activities and
supervision/control of the timely provision of funds, materials and
services for the implementation of project activities - Backstopping and advising of partners and grantees on technical
issues - Provision of technical inputs and facilitation of meetings with
project partners - Monitoring and evaluation of partners “activities .
- Writing of reports and project documentations
- Local, regional / national coordination meetings with government and
development partners - identifying the need for assistance and funding of partner
institutions and NGOs - Contributes knowledge, ideas, feedback and lessons learned to the
programme team in continuous learning, improvement and innovation.

- Develops and maintains contact with all important stakeholders
- Provides technical assistance to local and international experts
engaged by RFBCI - Ensures knowledge management by collecting, processing and
distributing relevant information - Promotes and represents the programme, its activities and the
organisation in relevant fora

Qualifications, Skills and Experience:
- The applicant for the GIZ Program Officer (Fisheries) job placement
must hold a Bachelor’s or Master’s Degree in Fisheries or related fields - Five years of relevant professional experience
- Proven experience in fisheries in Uganda/East Africa
- GIZ experience is an added advantage
- Demonstrated experience in organizing and managing activities and
projects - Demonstrated strong communication and report writing skills
- Experienced coordinating multiple stakeholders
- Good working knowledge of ITC technologies (related software phone,
email, the internet) and computer application (e. g. MS Office)
