Uganda Women
Parliamentary Association (UWOPA) is a registered and recognized
Parliamentarian caucus comprising of all women members of parliament and male
members as associates and / or honorary members. Established during the 5th
Parliament of Uganda (1998 – 1994) UWOPA aims at engendering the Legislative
process, creating awareness campaigns and encouraging women participation in
leadership activities. Some of its core activities include lobbying, carrying
out advocacy programs, networking and resource mobilization; and information
dissemination to engender women participation and effective leadership in all
dimensions of politics in the country.
Job Summary:  The Policy and Advocacy Officer will develop
and implement a communication and public advocacy strategy and engagement
agenda for UWOPA.
Key Duties and Responsibilities: 
  • Develop, implement and review a communication and advocacy strategy
    for the organization;
  • To constantly carry out stakeholders and client reviews and
    assessment to determine their advocacy and information needs;
  • To profile and project a positive image of UWOPA, its members, the
    management and the programs of the organization;
  • To liaise with other media outlets and broadcast organizations in
    disseminating UWOPA activities to the public;
  • To act as the liaison officer between UWOPA and external
    stakeholders,
  • To compose, edit, design, record and produce publications such as
    newsletters, leaflets, brochures and other documentation on behalf of
    UWOPA;
  • To write news releases, speeches and articles for publication;
  • To oversee or participate in the publication of documents and other
    promotional materials;
  • To keep the staff and Executive of UWOPA up-to-date with Association
    news;
  • To respond to public inquires on matters regarding the Association;
  • To support the web design, desktop publication and manage an
    up-to-date UWOPA Web-site;
  • To negotiate for print and electronic media space, talk shows and
    advertisements;
  • To provide technical support to the UWOPA Publicity Secretary; and
  • Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience: 
  • The applicant must hold an Honors Bachelor’s degree in Mass
    Communication, Journalism, Development Studies, Law, Social Work or Social
    Sciences /Arts with Literature in English/ English Language Studies as
    subjects; obtained from a recognized University/ institution.
  • Possession of a post graduate qualification in the above disciplines
    or related fields will be an added advantage.
  • The applicant must possess at least three (3) years’ work experience
    in communication, advocacy and project work from a reputable donor-funded
    project / program.

  • Communication and advocacy practices
  • Ability to work under tight schedules with minimal supervision
  • A team player and ability to work with people from different
    backgrounds
  • An effective communicator and ability to observe highest level of
    confidentiality
