Job Summary: The Pre-Commissioning Supervisor will be
responsible for pre-commissioning of Kingfisher oil development project, in
charge to lead pre-commissioning team to complete the work with in schedule,
cost, quality and safety. The incumbent will be tasked with the coordination of
the Contractors to complete Factory Acceptance test (FAT), Site Acceptance Test
(SAT) and Mechanical completion and Prepare documents and resource to proceed
pre-commissioning.

Key Duties and Responsibilities:
- Responsible for the designing of the organization chart of project
pre-commissioning team and make pre-commissioning plans and procedures. - Define pre-commissioning scope of work and make clear interface
between systems to systems. - Direct and provide guidance for pre-commissioning team and
supervision of pre-commissioning activities. - Responsible for organizing and preparing resource (such as
competence discipline engineers, equipment, materials and special tools,
spare part etc.) for pre-commissioning. - Be responsible for implementation of HSE regulation and assessment
of safety risk during pre-commissioning activities. - Responsible for compiling and reviewing punch list and supervise
Contractors clearing punch list. - Compile training plan for pre-commissioning team and review standard
of operation manual for pre-commissioning. - Attend to review PI&D, piping isometrics, planet layout,
constructability, 3D model, SIL, Hazop, Hazid etc. - Attend and/or manage pre-startup safety check (PSSC).
- Manage handover construction to commissioning and/or operations.
- Other works as assigned by superior.
Qualifications, Skills and Experience:
- The applicant for the CNOOC Uganda Pre-Commissioning Supervisor job
placement must hold a Bachelor’s degree or above in Facility, Instrument,
Electrical, Mechanical, Process, and other related majors. - At least fifteen years of working experience in the Oil & Gas or
chemical industry; - Five years of working experience in commissioning.
- Experience in international project will be preferred.
- Be familiar with the oil & gas process and project construction
& inspection. - Understand the fundamental knowledge of petroleum exploration,
production and transportation & storage. - Good knowledge at quality, environment protection, safety.
