Job Summary: The Control Manager will be responsible for
all control aspects of the project including; detailed planning and organizing
information in relation to risk, schedule, cost and forecasting.

Key Duties and Responsibilities:
- Tasked with the overall development, monitoring, implementation and
maintenance of project controls systems. - Provide oversight and coordination of the planning process.
- Develop mitigation strategies for potential and actual negative
impacts to the schedule, cost and quality aspects of the project and
report to the project management team as well as supporting and
facilitating the risk mitigation and contingency planning process. - Develop the Project Execution Plan (PEP) and all related Project
Controls Strategies & Procedures under the requirement of PMT. - Maintain an updated Project Risk Register and ensure effective
management of the risks that include among others, risks to timescales and
cost. - Ensures that variations/changes in project timescales and costs are
well documented and evaluated. - Responsible for periodic progress reporting on Project Controls to
PMT and to Host Government, Partners and CNOOC. - Review, recommend and follow-up Contractor payments and ensure that
updated records of project costs are maintained and closely tracked to
ensure budget compliance. - Coordinate with the L&C department to facilitate project
procurement, execution planning and interface management. - Produce and maintain annual project control plans.
- Support internal and partners’ project plan reviews and approvals
processes. - Perform other duties as assigned by superior.
Qualifications, Skills and Experience:
- The applicant for the CNOOC Uganda Control Manager job placement
must hold a Bachelor’s degree or above in Petroleum engineering, Chemical
Engineering, Industrial engineering or the related. - Internationally recognized certificates in Project Management.
- Fifteen years of working experience in the project control of Oil
& Gas industry. - Experience in international project would be preferred.
- Proven background in oil & gas facilities related design,
construction, and commissioning support. - Good Knowledge of Oil & Gas Project Management.
- Working Knowledge of all relevant Project Controls Area and
Software.
