The Danish Refugee
Council (DRC) is a private, independent, humanitarian organization working on
all aspects of the refugee cause in more than 36 countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.
Job Summary: The
Human Resource Officer will ensure smooth running of the day to day human
resource activities for the entire country program. The position gives support
to the field HR teams and the Country Human resource coordinator as well as all
staff in the country program.
Key Duties and Responsibilities: 
Payroll:
  • Initiate and run all payrolls (Main payroll, Expatriate payroll and
    Casual payroll).
  • Ensure timely submission of monthly time sheets for International
    Staff.
  • Ensure that all staff receive their pay slips on time.
  • Manage any grievance pertaining to pay related issues that may be
    raised from time to time.
Reporting: Consolidate the Country monthly HR API
report and ensures timely submission.
Contract
administration:
  • Prepare all national staff contracts and contract amendments.
  • Follow up on staff contracts and other staff documents in Liaison
    with Field HR focal persons and ensure that all the documentation is dully
    filed by the HR Assistant.
Orientation:
  • Coordinate the orientation process and help new staff with
    onboarding.
  • Ensure timely provision of the working tools to all new hires e.g.
    laptop, phone where necessary among others (Officers and Assistants).
  • Prepare all briefing schedules and also follow up to ensure that all
    new staff have been fully oriented.
Leave Management: Review leave applications and manage the
leave tracker for all staff both national and international staff.
HR Administration:
  • Expatriate administration i.e processing work permits, on boarding
    among others.
  • Work with the IT officer to update the office directory on a monthly
    basis.
  • Act as back up for the Country HR and Administration Manager during
    their absence.
  • On a day to day provide technical guidance to the HR Assistant.
  • Liaise with all field HR focal persons to manage the staff exit
    process from time to time.
  • Manage the medical insurance for national staff, this includes
    timely renewal, payment of invoices, tracking credit notes from provider.
  • Follow up on staff queries and challenges experienced with medical
    provider and escalating this to HR and Administration Manager.
  • Manage the occupational insurance scheme and address all grievances
    pertaining to occupation insurance.
  • Participate in the recruitment process in close coordination with
    the Recruitment Assistant.
  • Perform any other duties as assigned by your supervisor from time to
    time.

Qualifications, Skills and Experience: 
  • The ideal candidate for the Danish Refugee Council Human Resource
    Officer job placement should hold a Bachelor’s Degree in Human Resource
    Management, Business, or Social Science Degree specializing in Human
    Resources.
  • Three years of working experience in Human Resources with at least 2
    years in a similar role within an INGO.
  • Experience in managing Payroll
  • Proven leadership skills and a competence in people management.
  • Full professional proficiency in English.
