conflict and disaster to survive, recover, and gain control of their future. It
was created by Albert Einstein more than 80 years and has been working in
Uganda since 1998. It has particularly working in the conflict zones where tens
of thousands of people have been kills and over 1.6 million displaced.
Following a peace agreement in 2006, Ugandans are returning home and looking to
rebuild their lives. The IRC is there to protect women and children from violence
and exploitation by fostering a safe environment and encouraging education, and
is supporting farmers and small businesses, and helping communities promote
peace and long-term development.
Job Summary:  The Human Resource & Admin Officer
supports the affairs related to the day to day running of the IRC Moroto Office
and is key in providing support on HR/Admin functions. S/He will support the
human resources and administrative function in compiling payroll information,
maintenance of all personnel files, leave management, staff benefits for Moroto
staff as outlined in the summary below;
Key Duties and Responsibilities: 
Human Resources and
Administration
Orientation of
IRC staff
  • Under the guidance of the Senior
    HR/Admin Officer, participate in recruitment process for local
    recruitments as required and ensure HR recruitment policies and procedures
    are consistently followed
  • Work in close coordination with the
    Health Team Leader, facilitate the integration/transition processes to
    assure new and transferred staff to Moroto received required information
    for their integration.
  • Ensure all new staff receives IRC Way
    orientation and related documentation.
Compensation and
Benefits
  • Assist in responding to employee
    inquiries regarding salary and benefit
  • Act as focal point to receive staff
    concerns about their compensation and benefits.
  • Provide timely feedback to Senior
    HR/Admin Officer about staff all staff concerns related to their
    compensation and benefits.
  • Assist in responding to employee
    inquiries regarding salary and benefit.
Employee
Relations:
  • Facilitate and providing guidance for
    resolving minor employee relations issues in the field office
  • Ensure Health Team Leader is immediately
    informed about any employee relation issues occurring in the field.
  • Facilitate relationships between
    labor/social services and IRC staff.
Administration
  • Ensure staff timesheets are provided on
    time and send the Kampala office systematically
  • Ensure staffs are taking their leave in
    accordance to IRC regulations.
  • Ensure staff information is shared with
    Senior HR/Admin Officer in Kampala on a regular basis.
  • Communicate any staff welfare concerns
    to the Health Team Leader on a quick basis.
  • Ensure Office are cleaned on a regular
    basis.
  • Ensure Office supplies are available at
    any time
  • Ensure staff tea and water is available
    at the Office all time.
  • Responsible for verifying all Office
    supplies delivered to Office by Suppliers.
  • Ensures Office Utilities are maintained
    and ran as required for the welfare of the IRC staff.
Reporting
  • Submit regularly as required,
    information to Senior HR/Admin Officer for HR Metrics preparation
  • Submit regularly payroll information to
    the Senior HR/Admin Officer in Kampala
  • Update and submit regularly staff leave
    tracking
  • Submit weekly and monthly recruitment
    reports
  • Ensures coordination and monitoring of
    shared activities between HR, administration and Supply Chain in Moroto
    field office.
  • Maintain proper records for all
    correspondences
  • Ensure compliance of administrative
    policies and procedures with IRC standards and local law in Moroto field
    office.
  • Responsible for sharing minutes for all
    relevant official meetings held with in the Office.
  • Submits to the Health Team Leader weekly
    activity situation reports detailing works accomplished.

Qualifications, Skills and Experience:
  • The applicant for the International
    Rescue Committee Human Resource & Admin Officer job placement must
    hold a Bachelor’s degree in Human Resource, Administration or social
    sciences.
  • Professional certification is highly
    desirable and an advantage
  • Two years of relevant professional
    experience in administration / human resources and in similar position.
  • Previous experience working with an
    international NGO in a cross-cultural setting, preferably in the HR or
    Administration sector.
  • Remains productive when under pressure.
  • Works collaboratively with team members
    to achieve results.
  • Relates and works well with people of
    different cultures, gender and backgrounds.
  • Flexibility and prepared to work
    additional hours
  • High degree of flexibility to
    continuously re-prioritize
  • Ability to multi-task
  • Ability to create a welcoming and
    comfortable environment for all staff members;
  • Ability to work both independently and
    as part of a team;
  • Able to respond rapidly to changing
    environments, yet remain productive and focused;
  • Strong and fast computer skills
    (primarily Word, Excel, and outlook);
