Job Summary:   The Compliance Officer will manage the
internal commodities compliance / audit / review function for WV Uganda using
relevant tools and implement an audit program that ensures total compliance
with WV commodity management standards as stipulated in the Food Resource
Manual. Provide support to the districts through operational reviews as part of
ensuring audit readiness. Advise the commodities manager and Commodity Officers
regarding non-compliance issues that could pose an audit risk to WV Uganda.
Key Duties and Responsibilities: 
Reporting and
Accountability:
·        
Inspect
Commodity reports, records and documentation in all districts for their
adequacy and accuracy against source documents, in compliance to the Food
Resources Manual Ensure that there is adequate audit paper trail.
·        
Identify
areas of risk and advice on the MWRAP accordingly.
·        
Check
that all records and documentation pertaining to commodity movement,
distribution and losses are kept up-to-date.
·        
Check
that all districts CTS reports are accurate, timely, approved and reliable for
completion of the global CSR, LSR, and RSR reports.
·        
Ensure
uniformity in WV and WVF standards across all districts and train CTS and
reporting staff in the correct application of reporting forms.
·        
Ensure
that all districts maintain a very organized, chronological and catalogued
filing system.
·        
Check
that all losses are properly accounted for and that claims are properly filed
and followed up to a successful completion.
·        
Make
sure that all districts are aware of the loss claims procedures and required
back up documentation.
·        
Review
all complaints management processes and ensure all gaps are filled and are
being fully implemented during distributions.
·        
Carry
out regular warehouse checks to ensure standards are adhered to as per the Food
Resources Manual.
·        
Check
and ensure that all project start-up documents and Close out procedures are
followed and any related documentation are properly filed and signed.
·        
Field
Visit to review process.
·        
Make
frequent field visit across the project area to ensure all distribution
standards are being adhered to in accordance to WV FPMG standards and WFP donor
requirements, correct and follow up any issues raised by the Audit Teams both
internal and external.
Capacity building
and Audit:
·        
Conduct
capacity building for all cash/food aid team including on the spot training
whenever such cases arise.
·        
Assist
in the development of training modules for each food aid intervention eg
hot-meal, Identifying any training gaps within the food/cash team and working
together with other team members carry out training workshops to bridge such
gaps.
·        
Ensure
that the programmes pass all audits with minimum risk as well as making
follow-ups on the issues that would have been raised.
·        
Follow
up the implementation of controls in the Risk register in relation to audits.

Qualifications, Skills and Experience:
·        
The
ideal candidate for the World Vision Compliance Officer job opportunity must
have extensive exposure to food aid programs (minimum 3 years)
·        
Knowledge
of the Sphere standards, Code of Conduct for Red Cross/ Red crescent,
Humanitarian Accountability Partnerships (HAP) and other international
humanitarian standards
·        
Knowledge
of Commodities standards, as defined and set out by FPMG
·        
Knowledge
of commodities & logistics operations, preferably within WV context,
specifically those that relate to food distributions, warehousing, reporting,
tracking, monitoring etc.
·        
Knowledge
of different capacity building initiatives
·        
Knowledge
of Excel spreadsheet, or Word program, fax and e-mail,
·        
Ability
to effectively develop rapport and relate to donors, NGOs, counterparts, and
government agencies.
·        
Must be
willing to travel and a flexible approach to living conditions.
·        
Fluency
in English is essential.
