About SESIL Programme:
SESIL (Strengthening
Education Systems for Improved Learning), is a four-year education programme
designed to improve the quality and equity of measurable learning outcomes at
lower primary level in Uganda.  SESIL
will do this by strengthening the systems needed to manage and raise the
performance of four key drivers of learning outcomes: teachers, schools,
districts, and assessment and examinations.
Job Summary:   The Communications and Knowledge Management
Specialist will be required to do the following:
  • Provide communication and knowledge-management support to SESIL, and
    the Ministry of Education and Sport (MoES), to encourage and enable key
    stakeholders – especially districts, communities and parents – to work
    together to improve learning outcomes, using an evidence-based ‘managing
    for results’ approach. And to provide platforms for sharing data and
    lessons learned between districts, the MoES and SESIL team members.
Key Duties and Responsibilities: 
  • Develop and implement a national campaign
  • Generate mainstream media coverage
  • Manage ongoing social media promotions and discussions
  • Develop tools and provide support for districts to communicate
    priorities, plans and results more effectively both to communities,
    including parents, and among themselves
  • Share knowledge and lessons learned among the team and key
    stakeholders by developing and regularly updating appropriate
    knowledge-sharing platforms (e.g. e-news updates)
  • Liaise with relevant programmes to ensure synergies and
    complementarity
Key Performance Indicators:
  • Improved public perception of education (and the MoES’ role in it)
    as an economically and socially worthwhile investment for their children’s
    and Uganda’s future;
  • Public citations of data generated by SESIL (e.g. in media);
  • Numbers and degree of engagement with digital platforms (e.g.
    website, social media, WhatsApp groups)
  • Key stakeholders’ use of, and satisfaction with, information and
    knowledge-sharing tools that will be required

Qualifications, Skills and Experience: 
  • The jobholder should have significant marketing and communication
    experience, preferably in both the public and private sector, with
    demonstrable results achieved;
  • Experience of managing multi-media campaigns
  • A strong understanding of the issues facing Uganda’s education
    sector
  • Experience of working at different levels of the education system at
    both a central level (MoES) and District (Local Government)
  • Experience and contacts with traditional press and broadcast media
  • Proven ability to think and act both strategically and tactically
  • Understanding of the different needs, communication channels and
    incentives for change among government (MoES), education professionals and
    communities/parents.
  • Expertise in communicating data and other information concisely both
    visually (e.g. infographics) and in writing in a way that engages the
    interest and support of different audiences, including via radio;
  • Strong social media skills, particularly in WhatsApp and other
    popular channels in Uganda, as well as the mainstream media;
  • Graphic design skills, using tools such as InDesign and PhotoShop.
  • Fast producer of materials, with an attention to detail, the ability
    to hit deadlines and to identify and seize opportunities as they arise
