The Office of the
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of
the Office of the United Nations High Commissioner for Refugees is to lead and
co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Job Summary:   The WASH Associate will be primarily
responsible to assist in implementation of WASH strategies for refugee
settlements. S/He will support WASH related activities in the refugee
settlements as part of the Programme Technical team. The incumbent is expected
to have contacts within the organization and outside the duty station, as well
as with partners and other stakeholders to collect information, monitor WASH
activities and implement administrative requirements. To fulfil the role of
WASH Associate is required to spend a substantial percentage of her/his time
working outside the office.
Key Duties and Responsibilities: 
  • Assist in providing technical guidance and support to partners on
    all WASH-related issues to ensure quality, cost-effectiveness,
    sustainability and environmental sound WASH interventions
  • Serve as the focal person on water, sanitation and hygiene promotion
    issues within UNHCR and liaise with UN related agencies and governmental
    and non-governmental counterparts
  • Keenly review on a regular basis the quantity and quality of water
    and sanitation services offered and ensures the maintenance of records of
    WASH performance indicators for all locations
  • Review performance, undertake field verifications, monitor
    development and evaluate activities and approaches adopted by partners in
    WASH and related sectors, sharing the results with the Technical Unit
  • Actively contribute to providing technical assistance (TA) to
    partners and help to enhance capacity building of partners
  • Promote community involvement and participation in all the different
    stages of the WASH project cycle
  • Work closely with other sectors, particularly Site Planning, Health
    and Community Service, to locate, plan, implement and monitor WASH
    activities
  • Put measures in place to ensure that regular and accurate reports
    that analyze the challenges encountered in providing WASH services for
    beneficiaries are prepared and circulated.
  • Participate in the preparation of all reports for management,
    boards, donors, budget reviews, programme analysis, monthly, annual
    reports etc. in a timely manner
  • Actively contribute in providing technical inputs during strategic
    and operational planning cycles of UNHCR both at the field office and
    country levels.
  • Develop/design WASH interventions for the field office in consistent
    with the country wide WASH policies
  • Perform any other related tasks as required.
Key Performance Indicators:
  • UNHCR’s policies, standards and procedures relating to WASH are
    constantly and coherently applied in the area of responsibility (AoR)
  • The needs of persons of concern are assessed and analysed in a
    participatory manner and using an Age, Gender and Diversity (AGD)
    perspective to form a firm basis for planning
  • Viable standard WASH information system is in place for data
    collection and analysis
  • Monitor WASH activities on behalf of UNHCR and make recommendations
    to the WASH Officer and the UNHCR management team
  • Negotiate with local authority counterparts, partners and
    populations of concern
  • Represent UNHCR in physical monitoring of projects.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UNHCR WASH Associate job
    opportunity should have completed secondary education and an advanced
    training/certification in Civil or Tech Engineering
  • At least six years of relevant working experience
  • Proven technical expertise in area of WASH assessment including
    surveys, programme implementation, monitoring, evaluation, and
    coordination
  • Extensive knowledge and experience of working with local partner
    agencies with a capacity to provide formal and informal training
  • Excellent knowledge of relevant computer application, including
    AutoCad and GIS mapping software
  • Prior exposure to UNHCR refugee operations and functions relating to
    programme activities.
  • Work experience with UN or other international, national NGOs
  • Fluency in English language
