Job Summary:  The Programme Specialist – Displacement is
expected, in close collaboration with UNDP’s programmes on Climate Change &
Disaster Risk Reduction; Peace, Security & System Resilience; and Rule of
Law & Constitutional Democracy, to support four inter-related areas.
Key Duties and Responsibilities: 
Management support
and oversight of the Country Office’s Emergency Response and Resilience
Strategy and related programme;
  • Support resource mobilizations and manage strategic partnerships,
    including donor relations;
  • Actively contribute to Inter-Agency Coordination to achieve a
    coherent and aligned presence; Enhance UNDP’s position vis-à-vis Uganda’s
    nationally-led efforts to management displacement through knowledge
    broking, strategic communications and the promotion of south-south and
    triangular cooperation.
Management support
and oversight of the Country Office’s Emergency Response and Resilience
Strategy and related programme:
  • Manage the planning, implementation, and coordination aspects of the
    strategy and programme;
  • Provide guidance to staff and partners on Results Based Management
    tools and performance indicators; lead programmes/projects appraisal and
    evaluation according to results-based management requirements;
  • Manage the portfolio of funds/projects through technical monitoring
    and administrative and financial supervision; ensure the proper application
    of a monitoring system to track progress on program results and
    indicators;
  • Coordinate and supervise activities of staff, experts and
    consultants within the technical assistance team;
  • Identify capacity-building needs of partners and lead the coordination
    of technical assistance, mentoring, training and capacity development
    initiatives to partners;
  • Act as the ex-officio member of the Internal Steering Committee on
    Displacement, comprising representatives from across relevant programmes,
    overseeing UNDP’s Emergency Response and Resilience Strategy and related
    programme.
Support resource
mobilizations and manage strategic partnerships, including donor relations:
  • Under the guidance and direction of Senior Management, support
    resource mobilization opportunities through the development of project
    proposals to development partners and multilateral funds;
  • Build strategic partnerships with government, thought leaders,
    donors, UN entities, and implementing partners to enhance comparative
    advantage and influence;
  • Develop and implement partnerships and resource mobilization
    strategies;
  • Develop relevant documentation on donors and potential opportunities
    for resource mobilization;
  • Analyze and research information on donors, prepare substantive
    briefs on possible areas of cooperation, identification of opportunities
    for cost sharing.
Contribute to
Inter-Agency Coordination to achieve a coherent and aligned presence:
  • Attend meetings, events, and participating in groups and committees
    as needed;
  • Coordinate with other UN agencies; government ministries,
    departments and authorities; donors and implementing partners to ensure
    capacity development programme is harmonized and aligned with other
    efforts;
  • Provide relevant input when needed on key developments and opportunities
    to develop and strengthen institutional partnerships for addressing
    displacement and providing durable solutions and to ensure the inclusion
    of UNDP’s perspective in the intergovernmental fora.
  • Enhance UNDP’s position vis-à-vis Uganda’s nationally-led efforts to
    management displacement through knowledge broking, strategic
    communications and the promotion of south-south and triangular cooperation
Facilitate
knowledge sharing, enhance UNDP’s presence/thought leadership in displacement
and durable solutions:
  • Keep up-dated knowledge related to the thematic areas at country and
    region-specific level and proactively share documents with team members
    and respond to their specific requests for information;
  • Contribute to the development and review of knowledge products in
    close coordination by analysing and sharing lessons learnt and programme
    evaluation results; and
  • Proactively contribute to knowledge networks and communities of
    practice.
Key Performance Indicators:
  • Timely and quality of programme delivery in line with budget and
    workplans;
  • Timely and quality monitoring and evaluation of programmes;
  • Relations with partners and stakeholders;
  • Timely and quality of reports;
  • Regular communication with other agencies and partners;
  • Quality of advocacy, communication and knowledge management
    initiatives.

Qualifications, Skills and Experience:
  • The ideal applicant for the United Nations Programme Specialist –
    Displacement job placement should hold a Master’s degree or higher in
    development studies, economics or another related field.
  • Five years of experience in programme/project management related to
    displacement, livelihoods, youth empowerment and/or rural development or
    related fields;
  • Close familiarity with the work of UNDP, or other UN system
    development agencies, in a developing country context is highly desirable;
  • Demonstrated programme/project development and resource mobilization
    experience; and
  • Excellent communication skills (written, verbal, interpersonal and
    intercultural).
