Project Engineer
Agriculture, Animal Industry and Fisheries received funding from the Islamic
Development Bank (IDB) to support government of Uganda’s efforts to attain rice
self-sufficiency through “Enhancing National Food Security through Increased
Rice Production (ENRP) Project”. The project will contribute to the increase in
production, marketing and consumption of rice for improved Nutrition, Food
Security and Incomes in Uganda as well as support, build and strengthen the
institutional and technical capacities, for sustained agricultural growth that
contributes to the poverty alleviation and food security.
will implement and provide technical support of infrastructural installations,
designs and liaise with the project engineer and other technical staff at the
centre.
- Provide technical advice on a
construction site for contractors, subcontractors, craftspeople and
operatives; - Ensure that all materials used and work
performed are in accordance with the specifications; - Manage, monitor and interpret the
contract design documents supplied by the consultant/architect/contractor. - Liaise with any consultants,
contractors, sub-contractors, supervisors, planners, quantity surveyors
and the general workforce involved in the project; - Liaise with the local authority (where
appropriate to the project) to ensure compliance with local construction
regulations and by-laws - Liaise with district officials, farmers,
architects, engineers and surveyors on behalf of the project, including
attending regular meetings to keep them informed of progress; - Carry out day-to-day management of the
site, including supervising and monitoring the site labour force and the
work of any contractor and subcontractors - Oversee quality control and health and
safety matters on site; - Maintain proper records of all
procurement documentation and develop a monitoring and reporting system in
line with the IDB’s progress reporting requirement; - Generally, observe the implementation
progress of the Project and advise the Project Engineer and the Project
Coordinator on issues that need attention and improvement on site; - Follow-up closely on the day to day
activities of the consultants’ and contractor’s works on site with the
view to ensure that they adhere to the project implementation schedule and
generally advise the Project Engineer and Project Coordinator on progress; - Advise the Project Coordinator on
possible problems that might be encountered during study, surveys and
construction and recommend appropriate solutions (in particular identify
possible sources of delays, cost overruns, and propose measures to
overcome them); - Participate in the preparation of the
Project Completion Report at the completion of the Project for submission
to the Government and IDB; and - Support the conduct of environmental
impact assessments for all construction works - Facilitate technical training
activities. - Review the results of activities of the
project and provide recommendations for the improvement of the project’s
work-plan. - Perform any other assignment in the
field of competence as may be required. - Perform any other duties as may be
instructed by the Supervisor
- The applicant must hold an Honours
Bachelors of Science Degree in Agricultural Engineering, Water Resources
or Irrigation Engineering, Civil Engineering or Mechanical Engineering
from a recognised University /Institution. - Must have Postgraduate Qualifications in
Hydraulic Structures, Water Resources Engineering/Management, Irrigation
and Drainage from a recognised University /Institution. - A minimum of three years’ experience of
construction management and good knowledge of coordinating, planning,
designing and implementing engineering projects.
