About US:
The MRC/UVRI Uganda
Virus Research Unit on AIDS was established following a request in 1988 from
the Uganda Government to the British Government for collaboration on the
research of HIV (Human Immunodeficiency Virus) infection and AIDS (Acquired
Immunodeficiency. The Unit is a center of excellence in HIV/AIDS related
research. It conducts large-scale epidemiological and intervention studies,
clinical trials, virological and immunological research and behavioural
studies, and has generated a wealth of research results that have been used to
inform policy and practice that have led to a large number of scientific
publications in peer reviewed journals over time.
Job Summary:  The Senior Procurement Officer will deliver a
standard of excellence in the procurement functions which supports end- users
through a transparent and informative procurement system, which returns value
for money and quality products or services to best meet the Unit standards and
requirements.
Key Duties and Responsibilities: 
Procurement
Planning Outcome Statement:
To
develop procurement plans that will support MRC/ UVRI and LSHTM Uganda Research
Unit’ operations in the most cost effective and efficient manner
Collate procurement
requests into a plan that will result in most cost effective purchasing.
  • As member of the procurement committee, lead the procurement
    activities of the organisation, preparing all necessary documentation for
    tender evaluation meetings
  • Build and maintain close relations with freight forwarding company
    to place shipment instructions
  • Follow procurement SOP at all times and gather required number of
    bids from approved suppliers for each purchase
  • Update and maintain approved suppliers list.
Identifying and
building relationships with suppliers:
  • To assess and select potential suppliers, drawing up contracts
    according to the organization procedures in a way that builds long term,
    mutually beneficial relationships
  • Carrying out prequalification exercise:
  • Developing tender documents, stipulating goods, services and works
    to be provided
  • Placing tender advertisements
  • Contracting consultants to review responses
  • Drawing up a short list
  • Visit supplier premises to ensure integrity of supplier
  • Requesting short listed suppliers to provide quotations and
    reviewing them according to the unit’s procedures and donor requirements
  • Working together with the procurement committee to select suppliers;
    obtaining required approvals according to the unit’s procedures
  • Developing standard contracts, ensuring that the unit’s interests
    are protected and that the resultant contract is legally compliant
  • Educating suppliers so that they comply with the unit’s procedures
    and provide proper documentation that will ensure timely payments to be
    made; providing them with our tax exemption information in advance
  • Ensuring that all activities of the unit comply with legal and
    contractual obligations, especially that timely payments are made;
    reporting to the appropriate accountable manager in the case of
    non-compliance
Managing Staff: To lead the Procurement Management
Department, in a manner that empowers them to deliver excellent customer
service and high standards:
  • Ensuring that each member of the team fully understands the outcomes
    that are expected of them and that they are aware of best practise in
    procurement management; ensuring that they behave in a way which will
    maintain good relationships with donors, volunteers and the unit staff
  • Ensuring that work is planned and organised in a way which will meet
    the needs of the department’s customers in the most cost effective manner
    possible; ensuring that team members are given appropriate workloads and
    are working efficiently
  • Monitoring and reviewing performance and, in particular, carrying
    out annual appraisals, holding staff accountable for meeting standards of
    excellence and delivering any improvement goals which have been
    identified; taking decisive action in the case of poor performance
  • Ensuring that staff are adequately trained and developed for their
    roles e.g. by analyzing staff training needs, organizing the delivery of
    training or coaching, coordinating the sharing of experience
Management
Information:
Providing at a
minimum monthly key performance indicators and management information for
review by the COO with appropriate narrative where relevant.

Qualifications, Skills and Experience:
  • The applicant for the Medical Research Council (MRC) UK /
    UVRI Senior Procurement Officer job placement must hold a Bachelor’s
    degree in Procurement and supply chain management, Commerce, or Business
    Administration.
  • Full/part Professional qualification (CIPS) is an added advantage.
  • Three years of experience in busy procurement office with direct
    supervision of personnel.
  • Experience working with ERP packages, MS Office programs, office
    equipment (printer, fax, copier, and scanner);
  • Working knowledge of MS Dynamics-Navision; Oracle ERP system is an
    added advantage.
  • Good people management skills.
  • Experience working with in a medical/Humanitarian organization is of
    an added advantage.
