About USAID SHRP Project:
RTI International is implementing the USAID Uganda School
Health and Reading Program, a five-year, USAID program that aims to improve
early grade reading outcomes for children in primary grades and develop
sustainable health education systems that support national HIV/AIDS prevention
efforts.
Job Summary:  The Senior Procurement & Logistics
Specialist will provide leadership and coordination of the entire Procurement
and logistics component for the USAID/Uganda SHFIP by ensuring compliance with
RTI logistical and procurement SOPs in Uganda.
Key Duties and Responsibilities: 
  • Act as a central point of
    contact for procurement tor the USAIDI Uganda SHRP project and responsible
    for solving all procurement related issues.
  • Coordinate communication
    with the project, regional office (Regional Procurement Manager) and home
    office (when necessary) so as to provide timely technical advice on FITI
    procurement policy and USAID regulations.
  • Provide information to the
    development of procurement plans and strategies in order to meet with
    project milestones.
  • Train project staff
    regarding the requisitioning for goods and services and their role in the
    procurement process.
  • Supervise and manage
    performance of stall in the logistics department.
  • Coordinate and ensure
    maximum security of the stall and organization assets/ properties in line
    with USAID/ Uganda SHRP security guidelines.
  • Lead the implementation of
    policies and standard operating guidelines tor fleet management and
    provide administrative and logistical support to staff and visitors. ‘
  • Contribute to the supply
    chain management efforts up to and including logistical support from the
    ordering point through the follow-up, expediting, and delivery of the
    required goods and/or services to the end user.
  • Provide leadership of
    overall property management and inventory control, reports, custody
    control documents, reconciliations for both expendables and
    non-expendables according to USAID rules and regulations.
  • Ensure timely reporting on
    stock status to program implementation stall and help program
    implementation staff plan stock replenishment in various locations.
  • Develop and submit weekly
    and monthly reports to the DCOP Operations and Chief of Party on logistics
    and procurement in line with RTI procurement rules and guidelines.

Qualifications, Skills and Experience: 
  • The ideal candidate for
    the USAID Project Senior Procurement & Logistics Specialist job
    opportunity must hold  a Master’s degree in Business
    Administration , Public Administration, Procurement & supply management
    and six years of experience or Bachelor’s Degree in Business
    Administration , Public Administration , Procurement & supply
    management and 10 years of experience or equivalent combination of
    education and experience.
  • Additional professional
    training in CIPS, procurement and logistics management is preferred
  • Knowledge on security
    management
  • Good knowledge in public
    procurement and disposal of assets.
  • Excellent knowledge of
    contract management & administration processes.
  • Excellent interpersonal
    skills and ability to work as pan of a team
  • Experience and knowledge
    of fleet management
  • Demonstrated success in
    managing and leading technical and administrative teams
  • Strong computer skills in
    asset and inventory management software, excel spreadsheets, quick books,
    or similar accounting software.
  • Willingness to travel
    frequently to the field.
  • Excellent negotiation
    skills.
  • Experience in budgeting
    and budgetary control
  • Experience in working with
    NGOS, especially on USAID-funded or other donor projects
  • Excellent time management
    and ability to prioritize multiple tasks.
  • Exposure to the donors
    report writing requirements.
