About US:
The National
Identification and Registration Authority (NIRA) was established on the passing
of the Uganda Registration of Persons Act, 2015. The Act was made to harmonise
and consolidate the law on registration of persons; to provide for registration
of individuals and to establish a national identification register. It provides
for the mandatory registration of all Ugandan citizens within Uganda and abroad
as well as aliens identification cards and for related matters.
Job Summary:
The Risk Officer will render support in the development and implementation of
the Authority’s Risk Management function including assessing and developing the
Authority’s risk profile and risk management framework.
Key Duties and Responsibilities: 
  • Tasked with creating an integrated risk management framework for the
  • In charge of assessing risks of the Authority and developing plans
    to mitigate these risks
  • Tasked with monitoring progress of risks mitigation initiatives and
    making appropriate recommendations
  • Creating and disseminating risk measures, analysis and reports
  • Preparing reports to Senior Management on the Authority’s’ risk
    status and proposing appropriate risk mitigation actions
  • Supporting other departments to continuously identify, monitor and
    mitigate risks
  • Working closely with the Head Planning to sensitize staff and other
    key stakeholder’s on Risk and Risk related programs/activities.

Qualifications, Skills and Experience:
  • The ideal candidate for the National Identification and Registration
    Authority (NIRA Risk Officer job vacancy should hold a bachelor’s Degree
    with Honours in Business Administration, Accounting, Finance or equivalent. Master’s degree is an added advantage
  • A minimum of three years of experience working in risk or related
  • Knowledge and experience in risk identification and management
  • High proficiency in MS suite in particular, spreadsheets and ability
    to analyze large volumes of data. Qualification in data collection and
    analysis is an added advantage.
  • Well-developed skills in system auditing
  • Strong analytical, investigative and problem solving skills
  • Excellent written and oral communication skills
