About US:
Rural
Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.
Job Summary:
The Principal Planning Engineer –PPE will be in charge of packaging
grid-extension projects for both public and private sector investment. The
position will also ensure smooth transition of the projects from the Planning
to the Implementation phase.
Key Duties and Responsibilities: 
  • Prepare Engineering Designs, specifications and bidding documents
    for the procurement of works and services for grid-extension projects.
  • Co-ordinate feasibility studies and
    economic/financial analysis of proposed projects in line with the Rural
    Electrification Master Plan (RESP).
  • To undertake project management for
    Engineering Consultancy Contracts under the Investment Planning and
    Promotion Department.
  • To participate in the procurement
    process as required from time to time in line with procurement guidelines.
  • To oversee planning & design
    activities of Multi-lateral and Bi-lateral funded grid-extension projects
    and to ensure smooth transition to the Implementation phase.

Qualifications, Skills and Experience:
  • The applicant must hold a Master’s Degree in Electrical Power
    Engineering.
  • At least ten years of post-university
    working experience in the electricity sector with emphasis in planning
    & design.
  • Expertise in electricity distribution
    management and distributed generation will have an added advantage.
  • Proven experience in managing complex
    multi-lateral/bi-lateral funded grid-extension projects.
  • Ability to work with Electrical
    Engineering Simulation Software e.g. PSS/E, RETIC Master, DiGSILENT
  • Must be a corporate member of UIPE and a
    Registered Engineer with the Engineers Registration Board.
