displaced populations and offers assistance within the shelter, education,
emergency food security, legal assistance, and water, sanitation and hygiene
sectors.
Job Summary:   The Livelihoods and Food Security Coordinator will implement and
develop the Livelihood and Food Security Core Competency programme in NRC
Uganda. NRC in Uganda has been implementing projects in Livelihoods and Food
Security in West Nile in response to the refugee influx from South Sudan. The
programme has so far consisted of emergency (including cash transfer) support
to People with Special Needs, training on agronomic practices, provision of
agricultural inputs, creating income-earning opportunities (savings systems and
support to small-scale businesses), market and value chain assessments and SME
development. LFS activities are planned and implemented in close coordination
with NRC’s Education, WASH, ICLA and Shelter activities. NRC is planning to
expand and diversify its programme to reach more people in need, invest in
resilience programming, roll out permaculture design and best practices, and
leverage the findings of a recent urban refugee assessment in Kampala to reach
for multi-year funding. NRC also plans to expand its livelihoods programming to
cover other areas in Uganda, including urban settings.
Key Duties and Responsibilities: 
Generic
Responsibilities
  • Line management of Livelihoods and Food Security Project Officers in
    field
  • Adherence to NRC policies, guidance and procedures
  • Contribute to CC strategy development, project proposals and provide
    input on needs and gaps
  • Manage and implement delegated portfolio of livelihoods projects
    (activities, budget and project documentation) as delegated from LFS PDM
    in line with proposals, strategies and donor requirements, and ensure high
    technical quality
  • Provide regular progress reports to PDM
  • Ensure that projects target beneficiaries most in need of
    protection, explore and assess new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the
    activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key
    stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy
    strategy
Specific
Responsibilities
  • Lead the start-up, assessment, and implementation, and close-out of
    Livelihoods and Food Security projects
  • Oversee projects implementation duties, ensure donor compliance for
    all activities, and interface with colleagues in the support section to
    ensure adherence to donor policies and internal procurement procedures
  • Oversee the activities of the LFS team, provide direct supervision
    to LFS Project Officers, recommend and facilitate staff capacity building
    objectives together with the PDM
  • Complete timely and competent data analysis and effective
    presentation of findings, taking responsibility for all relevant reporting
    outputs
  • Work with the PDM to ensure the quality of LFS programme’s
    implementation, promote climate sensitive, sustainable natural resource
    management practices, and inclusive economic resilience building
    initiatives
  • Design and implement in coordination with the LFS Program
    Development Manager and M&E unit, appropriate M&E systems and
    tools to measure programme quality and evaluate the impact,
    cost-effectiveness, and relevance of activities.
  • Ensure the timely collection and submission of monitoring data for
    programme purposes and to the organisational (GORS) system.
  • Coordinate with local stakeholders and authorities, Food Security
    and Agriculture Sector actors and other relevant actors and coordination
    bodies, at area level
  • Serve as the Area focal person with Donors, OPM, District line
    Ministries, and represent NRC in different working group meetings at area
    level
  • Plan and manage the implementation of cash based programming and
    business development modalities within LFS projects in peri-urban areas of
    Kampala (if/when required).

Qualifications, Skills and Experience:
  • The applicant for the Norwegian Refugee Council (NRC) Livelihoods
    and Food Security Coordinator job opportunity should hold a Bachelor’s
    degree in Agricultural Science, Development Studies, Business
    Administration, Social Science or any other relevant subject
  • Four years of relevant experience in a mid-level projects
    implementation position in a humanitarian/recovery context
  • Technical expertise in cash based programming
  • Experience in the development and implementation of integrated
    livelihoods and/or resilience programmes, including integration with other
    sectors and preferably with recent experience in local economic
    development (income generation, micro-finance, market based approaches.)
  • Experience working with host communities and refugees/displaced
    persons and with a range of stakeholders
  • Demonstrated experience in designing and leading assessments, and
    using the data for informed programme design and adaptation
  • Experience as working in consortia is desirable
  • Personal qualities: We are particularly looking for a positive minded individual with
    strong project implementation skills, who can build trust and confidently
    navigate both internally and externally at different levels. The post
    holder may be required to work extended and /or non-core business hours,
    as and when required by the needs of the organization.
