About US:
The National Council
for Higher Education (NCHE) was established under “The Universities and Other
Tertiary Institutions Act, 2001” for regulating and guiding the establishment
and management of institutions of higher learning, regulating the quality of
higher education, equating of qualifications and for advising government on
higher education issues.
Key Duties and Responsibilities: 
  • Assists in the planning and management of research studies including
    both routine survey (e.g. tracer studies, unit cost etc); and general
    policy;
  • Assists in the development and review of the NCHE Research and
    planning related policies and programmes;
  • Render support in the development , monitoring and review of the
    NCHE Strategic Plan;
  • Manages and updates the NCHE Research Database and Agenda;
  • Assists in the management and training of Research Assistants/Field
    Officers etc, to implement  
    research projects;
  • Assists in designing Standard Operating Proce­dures (SOPs) and
    instruments   for data collection;
  • Assists in reviewing of the appropriate software for statistical
    analysis;
  • Assists in the data collection and analysis;
  • Assists in carrying out research activities and pub­lishes results
    in reputable journals and internation­ally recognized conference
    proceedings;
  • Assists in the organization of awareness workshops to inform Higher
    Education institutions on issues regarding statistical data like enrolment
    ratio etc;
  • Assists in the preparation of disseminative reports (annual reports
    etc) for the attention of the Director Research, Development; and;
  • Performs any other duties that may be assigned from time-to-time by
    the superiors
Key Result Areas:
  • Work activity plans;
  • Institutional surveys and general Research Reports
  • Unit Strategic Planning Monitoring reports;
  • Unit evaluation reports showing targets achieved;
  • Documented developmental strategies;
  • Publications in respective periodicals.

Qualifications, Skills and Experience: 
  • The ideal candidate for the Higher Education Officer: Research and
    Planning job should preferably hold a Masters’ degree in Statistics,
    Mathematics, Monitoring and Evaluation, or related field from a recognized
    university;
  • Must have proven research management credentials as lecturer (or
    above ) at a university for at least two years or must have been a higher
    education officer in a government department for two years;
  • Must be ICT literate capable of using word processing, spreadsheets
    and database software packages;
  • Extensive knowledge and experience of research methods and research
    projects management;
  • Knowledge and experience in using statistical analysis software and
    Database management systems is essential;
  • Excellent communication and interpersonal skills.
