Job Summary:
The Head of Programmes (Deputy Director) will provide strategic programme,
administrative, management, financial and technical leadership of all projects,
programmes and portfolios in line with the organizational policies and
strategies approved by the Board of Directors of Social Services and
Development (SSD). He/she will support the Executive Director to coordinate all
projects/programs/portfolios: he/she will supervise, technically guide, monitor
and evaluate all multi-disciplinary teams to achieve the organization’s vision
and Mission. 
The HoPs will foster
partnerships with line government departments/ministries, partners’
institutions and other stakeholders. The DD/HoPs will work to ensure that
program activities are completed on time, within budget and scope.
Key Duties and Responsibilities: 
  • Provide leadership to the project and
    programme teams: Coordinate and oversee the planning and implementation of
    all projects, programmes and portfolios. The HOPs will specifically
    support overall planning of all projects/Programmes: communication;
    procurement; human resources; Monitoring and evaluation;
    project/programmes control; risk management and project/programme
    transition.
  • Provide overall technical support: Lead
    the design of interventions while ensuring the quality and maximum
    sustainability of all initiatives; identify, select and employ the right
    tools and processes to ensure project/programmes success.
  • Ensure that all strategies and
    activities are aligned to Caritas Kotido Diocese policies, strategic plan
    and donor requirements and guidelines.
  • Lead the annual work planning process
    and contribute to planning meetings with donors, partner institutions and
    other stakeholders.
  • Stakeholder coordination: coordinate
    with the line government ministries/ departments, beneficiaries and
    partners’ institutions on issues related to technical planning,
    implementation and M&E of projects, programmes and portfolios.
  • Support monitoring, evaluation and
    action learning: premised on the theory of change (results). Design
    appropriate project Monitoring and Evaluation tools based on project
    logic, Logical framework and MEAL.
  • Provide report/feedback to the Executive
    Director on the progress of all projects,
  • Programmes and portfolios. He/she may
    also be requested to update donors on the same when required.
  • Oversee all activities, outputs, and
    outcomes related to project management and administration, including
    reporting, budget development and monitoring, financial transactions,
    execution of project plans, and project performance monitoring and
    evaluation.
  • Drive use of data to track program
    quality, program outcomes and through targeted evaluations, assess
    programmatic impact on project goals, in partnership with the M&E
    Unit.
  • Ensure that all project/programme
    activities are implemented in time, budget and scope (approved work plans,
    budgets and proposals).
  • Coordinate the submission of timely and
    quality reports (narrative and financial) by the various project/programme
    leads.
  • Consolidate quarterly and annual
    activity reports indicating progress towards targets and achievements for
    the year: challenges, lesson learned, innovations and success stories.
  • Ensure all reports are submitted to the
    Executive Director in time to facilitate onward submission to the SSD
    Board, donors and other stakeholders.
  • Ensure that all donor reports, and
    project write ups, including but not limited to success stories and
    program briefs are data driven and articulate.
  • Present progress, achievements, and
    lessons learned to key stakeholders, including the donor, government
    officials, and other implementing partners.
  • Based on skills and knowledge gaps
    identified, develop and implement staff capacity building plan for all the
    project/programme staff to meet established standards through on-job
    training, short courses, workshops, conferences and any other appropriate
    methods.
  • Network and liaise with Caritas Kotido
    Diocese personnel, partner institutions and donors and other stakeholders
    to mobilize and utilize the required resources to nurture sustainable
    partnerships.
  • Troubleshoot to prevent and resolve
    potential problems, review outputs for quality control. Prepare and
    maintain a weekly and monthly issue log to trace projects/programme risks,
    progress, challenges and lesson learned.

Qualifications, Skills and Experience:
  • The applicant for the Caritas
    International Head of Programmes job opportunity must hold an advanced
    (Master) degree in either of the following; Project Planning and
    Management; or Business Administration (project management); or economics;
    or Social Sciences; or Social Works and Social Administration; or
    Development Studies; or agricultural sciences (crop & livestock).
  • At least five years of experience in a
    senior or similar position, managing multifaceted donor projects and
    programmes and multi-disciplinary teams.
  • At least five years of experience of
    working with Faith-based Organizations or NGOs.
  • Good experience and understanding of the
    pastoral and agro-pastoral production systems.
  • Previous experience of working in
    Karamoja and other pastoralists’ areas is a requirement.
  • Self-motivated and innovative
    individual, working with minimum supervision.
  • Proven record of superb management,
    proposal development skills, leadership, decision-making, and
    interpersonal skills.
  • Proven ability to manage large, complex
    projects across multi-donor settings.
  • Good experience in managing DFID, EU, USAID,
    IRISH AID, JICA etc projects.
  • Demonstrated skills in supervising
    staff, team building and management.
  • Knowledge in computer packages (MS,
    excel, power point etc.)
  • Excellent verbal and written English
    communication skills.
