Umeme is the largest
electricity distribution company in Uganda, with a mandate of operating,
maintaining, upgrading and expanding the electricity distribution network,
retailing electricity to its customers, improving efficiency within the
electricity distribution system. Umeme Limited is listed on the Uganda
Securities Exchange and cross-listed on the Nairobi Securities Exchange since
2012. Umeme has over 620,000 customers of which 20% are on pre-paid metering, a
staff complement of 1,400 employees and has over the last 9 years invested US$
271 m in the electricity distribution system.
Job Summary:  The Head of Human Resources will provide
strategic and operational leadership to the Human Resources function through
leading the HR planning, talent and reward management as well as all
innovations in the human resource management department.
Key Duties and Responsibilities: 
  • Formulate the company’s people strategies by identifying and
    researching human resources issues; contributing information, analysis,
    and recommendations to organization strategic thinking and direction.
  • Create and manage the HR departments annual plan and budget; aligned
    to the Company’s annual operating plan and long term strategic direction.
  • Lead the implementation of HR strategies, including departmental
    accountabilities, talent management, health and welfare, safety, labour
    relations and HR information systems (HRIS).
  • Continuously develop, shape and nurture the company’s culture.
  • Manage human resources operations by recruiting, selecting,
    orienting, training, coaching, counselling, and disciplining staff;
    planning, monitoring, appraising, and reviewing staff job contributions;
    maintaining compensation; determining productivity, quality, and
    customer-service strategies; designing systems; accumulating resources;
    resolving problems; and implementing change.
  • Develop human resources operations financial strategies by
    estimating, forecasting, and anticipating requirements, trends, and
    variances; aligning monetary resources; developing action plans; measuring
    and analysing results and initiating corrective actions.
  • Lead the accomplishment of special project results by identifying
    and clarifying issues and priorities; communicating and coordinating
    requirements; expediting action; evaluating milestone accomplishments and
    alternative courses of action; changing assumptions and direction.
  • Provide management with human resources advice and counsel. Support
    decision making through using key HR metrics and applications. Liaise with
    the board as required and be accountable for the performance of the HR
    function
  • Guide management and employee actions by researching, developing and
    updating policies, procedures and guidelines; communicating and enforcing
    company values.
  • Comply with statutory requirements by studying existing and new
    legislation; anticipating legislation; enforcing adherence to requirements;
    and advising management on needed actions.
  • Enhance department and organization reputation by accepting
    ownership for accomplishing new and different requests; exploring
    opportunities to add value to job accomplishments.
  • Manage the company’s relationship with the employees’ labour union.
  • Perform any other duties as assigned by the Managing Director in
    relation to the management of human resources in line with the strategic
    objectives of the company.

Qualifications, Skills and Experience: 
  • The ideal candidate should possess an honors degree in human
    resource management, organizational psychology, or a relevant field.
  • Possession of a master’s degree or an equivalent professional
    qualification in a relevant field will be an added advantage.
  • Ten years’ experience in human resource management, with at least 5
    years in a Senior HR leadership position.
  • Evidence of active membership to a recognized professional Human
    Resource Management Association.
  • Demonstrable experience of key stakeholder relationship management
    such as labour unions, government and the board; with the ability and
    experience in advising and influencing executives, and providing insights
    that lead to key decision making within the business.
  • Evidence of successful experience delivering innovative HR programs
    within a large and fast evolving organisation.
  • Experience in policy formulation, development, and implementation of
    key HR strategies and procedures.
  • Knowledge of electricity distribution business will be an added
    advantage.
