community faith-based Non-Governmental Organization (NGO) funded by PEPFAR
delivering a unique comprehensive model of care, which relies heavily on
community-based approaches that emphasize community ownership. ROM’s holistic
model cares for the body, mind, family and community, empowering individuals,
households and the community in all aspects of their lives while building
strong and resilient communities. Reach Out Mbuya delivers comprehensive health
care services through four clinics, multiple mobile outreaches and
public-private partnerships within Kampala, Wakiso, Nakaseke and Luweero.
About USAID Project:
ROM has received funding from Catholic Relief Services (CRS)
and working with Action for Community Development (ACODEV), as the Implementing
partners (IP) will be implementing a program: Sustainable Outcomes for Children
and Youth (SOCY) in the sub counties of Bamunanika, Buntuntumula, Kalagala,
Luwero town council and Kamira in Luweero district. 
Program goal: “Improved Wellbeing of Children and youth
orphaned and made vulnerable by HIV and other adversaries. The program will
focus on 2 Result Areas: (1) OVC, Youth and economic empowerment of Caregivers
to effectively access core services; (2) Improve coordination of community
based clinical and socio-economic services for efficiency and effectiveness
along the continuum of care.
Job Summary:  The social worker will monitor and report on
all project activities related to case management and service delivery with
respect to OVC and their families in support of SOCY’s work to ensure improved
access to health and social services to the OVC and their families. The
incumbent will support the coordination, implementation, and monitoring of all
assigned project activities as outlined in the SOCY Implementation Plan in line
with organizations principles and standards, donor requirements, and good
practices.
Key Duties and Responsibilities: 
  • Keenly monitor and report
    any challenges and/or gaps identified to inform adjustments to plans and
    implementation schedules.
  • Collect and analyze
    project data per specified mechanisms and tools. Collaborate with other
    organization staff and volunteers to prepare reports per established
    reporting schedule and guidelines.
  • Support the project
    volunteers in their efforts to reflect on project experiences.
  • Provide technical support
    and monitor capacity building and technical support activities to ensure
    effective and quality service provision.
  • Actively engage in
    identifying and documentation of project promising practices, case and
    human-interest stories, dissemination and use of relevant knowledge in the
    field.
  • Represent the organization
    and SOCY project in meetings at county, sub county, ward and locational
    levels, working groups, and other events as requested, to support forging
    relations other stakeholders, the community and project beneficiaries.
  • Ensure accurate and timely
    reporting of all assigned project activities per donor and CRS standards
    and established schedules.
  • Ensure community case
    workers (CCWs – project volunteers) complete required case management
    forms and ensure case filing system is developed and maintained
  • Create community linkages
    for broader community engagement in case management.
  • Conduct regular home
    visits to ascertain service provision to the project beneficiaries as well
    as providing support to the volunteers as package for care of carers

Qualifications, Skills and Experience: 
  • The applicant must hold a
    Bachelor’s degree in Social Science, Social Work, Community Development or
    a related field or a Diploma holder with 4 years’ experience
  • Two to three years of work
    experience in project support in the field of OVC, HIV/AIDS and other
    health-related projects and for an NGO.
  • In-depth understanding of
    program results, outcomes, impact, and reporting.
  • Experience in
    participatory action planning and engagement of stakeholders at various
    levels.
  • Experience monitoring
    projects and collecting relevant data preferred.
  • Excellent understating of
    PEPFAR OVC guidelines and standards.
  • Experience using MS
    Windows and MS Office packages (Excel, Word, PowerPoint).
  • Observation, active
    listening and analysis skills with ability to make sound judgment
  • Good relationship
    management skills and the ability to work closely with related NGO and
    partners and community members and beneficiaries with minimal supervision
  • Attention to details,
    accuracy and timeliness in executing assigned responsibilities
  • Proactive,
    results-oriented and service-oriented
  • Ability to work under
    deadlines and meet strict donor deadlines
  • Ability to ride
    Motorcycles with a valid riding permit
  • Excellent oral and written
    communication skills
  • Strong interpersonal
    skills as well as good judgment and vision
  • Excellent organizational
    skills, team work and ability to prioritize tasks in a timely manner
  • Sound coordination skills
    and a demonstrated ability to multi-task
  • Demonstrates diplomacy,
    flexibility, and resourcefulness
  • Strong critical thinking
    and creative problem-solving skills
  • Ability to communicate in
    local language preferably Luganda
  • Excellent computer skills
    (Microsoft Office)
