Parish HIV/AIDS Initiative (ROM), is a community faith-based Non-Governmental
Organization (NGO) funded by PEPFAR delivering a unique comprehensive model of
care, which relies heavily on community-based approaches that emphasize
community ownership. ROM’s holistic model cares for the body, mind, family and
community, empowering individuals, households and the community in all aspects
of their lives while building strong and resilient communities. Reach Out Mbuya
delivers comprehensive health care services through four clinics, multiple
mobile outreaches and public-private partnerships within Kampala, Wakiso,
Nakaseke and Luweero.
About USAID Project:
ROM has received
funding from Catholic Relief Services (CRS) and working with Action for
Community Development (ACODEV), as the Implementing partners (IP) will be
implementing a program: Sustainable Outcomes for Children and Youth (SOCY) in
the sub counties of Bamunanika, Buntuntumula, Kalagala, Luwero town council and
Kamira in Luweero district. 
Program goal:
“Improved Wellbeing of Children and youth orphaned and made vulnerable by HIV
and other adversaries. The program will focus on 2 Result Areas: (1) OVC, Youth
and economic empowerment of Caregivers to effectively access core services; (2)
Improve coordination of community based clinical and socio-economic services
for efficiency and effectiveness along the continuum of care.
Job Summary:   The Finance Officer is responsible for the
Finance & Accounting function in the SOCY project to ensure sound Financial
Practices with adequate internal controls are in place.
Key Duties and Responsibilities:  
Planning &
Budgeting
  • Provide input during the budgeting process for the assigned
    projects.
  • Coordinate the planning and budgeting process to ensure quality and
    realistic budgets are developed
  • Ensure Planning & Budgeting guidelines are adhered to
  • Ensure compliance with Reach Out Mbuya Finance and Accounting
    policies and other GAAP
  • Conduct financial analysis for management decision making.
  • Develop realistic cash flow forecasts in line with the plans
  • Participate in grant budget development.
  • Periodically monitor and advice management on budget utilization
    Financial Reporting
  • Prepare financial data transactions into the Accounting System.
  • Prepare and submit accurate project funding requests.
  • Prepare bank reconciliation statements monthly
  • Prepare financial analyses for management decision making
  • Prepare and submit accurate and timely financial reports.
  • Management of balance sheet accounts Cash Management
  • Ensure safe custody of cash and cheque book
  • Ensure maintenance of up to date records of cash disbursement.
  • Cash flow management to ensure compliance with target low.
  • Maintain an accurate and updated fixed assets register for the
    Programs/Projects.
  • Ensure that assets are properly utilized and safe guarded.
  • Any other duty as assigned by your supervisor.

Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor of Commerce, Accounting, Finance,
    Business management/Administration or related degree
  • Minimum Certified Public Accountant ACCA or (CPA) Level 2
  • At least three years of relevant experience
  • Professional membership with a recognized body is an added advantage
  • Knowledge of one or more accounting system
  • Strong budgetary and financial management and analytical skills.
  • Proficiency in written and spoken English.
  • The person must be results oriented, able to handle public
    relations, able to satisfy stakeholders and a team player.
  • Good interpersonal, organizational and management skills.
  • Integrity, commitment and respect for diversity
  • Ability to solve complex problems and to exercise independent
    judgment
  • Computer literacy skills
