About EU:
The European Union
(EU) is a unique economic and political partnership between 28 European
countries that together cover much of the continent. The EU was created in the
aftermath of the Second World War. The first steps were to foster economic
cooperation: the idea being that countries who trade with one another become
economically interdependent and so more likely to avoid conflict. The result
was the European Economic Community (EEC), created in 1958, and initially
increasing economic cooperation between six countries: Belgium, Germany,
France, Italy, Luxembourg and the Netherlands. Since then, a huge single market
has been created and continues to develop towards its full potential.
Job Summary:  The Project Officer –    Economist will contribute to the
cooperation agenda of the EU Delegation to Uganda, aiming to reduce, provide
sustainable development and strengthen trade. To analyze, negotiate, modify,
and / or prepare for approval proposals for selected programmes and projects
managed by the EU Delegation in Uganda. To manage, monitor and evaluate the
implementation of the approved programmes and projects, to ensure compliance
with the rules governing the programmes.
Key Duties and Responsibilities: 
Management and
monitoring of assigned programmes & projects in the relevant sectors
(including Economics, Trade and Visibility/Communication)
  • Analyze and negotiate proposals for assigned programmes / projects
    submitted by the Government of Uganda.
  • Prepare the decision of the Commission approving the proposal
    submitted.
  • Manage, monitor, and / or evaluate the implementation of assigned
    programmes / projects in Uganda in line with the conditions of the
    Financing Agreements and the objectives of the respective programmes and
    projects.
  • Analyze annual and final implementation reports.
  • Provide assistance to national, regional, or local authorities in
    implementing the assigned programmes and projects.
  • Prepare and negotiate relevant updates / amendments of assigned
    programmes and projects during the implementing period.
Contract
Management: evaluation and management of calls for tender
  • Launch, manage and monitor calls for proposals / tenders, evaluation
    and selection of projects.
  • Negotiate technical and financial aspects of contracts linked to the
    projects.
  • Ensure the follow-up of the implementation of the projects and the
    performance of project managers and partners, monitor contractual
    obligations (via periodic reviews, audits, reporting and assistance, etc.)
    and gather and handle external expertise.
  • Deal with horizontal activities, and networking aspects of the
    programme and its projects.
Evaluation of the
implementation the programmes
  • Organize and lead the various evaluations foreseen in the
    Regulations (ex-ante, mid-term, ex-post).
  • Assess the relevance, effectiveness, and efficiency of the approved
    programmes / projects and the Commission strategy.
  • Analyze and follow up the results and recommendations of evaluation
    reports and audits. Ensure the “retro-feeding” of experiences.
  • Financial management of programmes
  • Supervise, co-ordinate or act as operational initiator of
    contracts..
  • Monitor the financial expenditure as reported in cost statements and
    provide reasonable assurance that claimed costs correspond to the work
    accomplished.
  • Provide the available information for audit and control by
    Commission services or the European Court of Auditors.
Policy development
in the areas of focus in Uganda:
Follow up policy developments in the sectors of Economics, Trade and
Visibility/Communication at national and regional level.
Increase visibility
of assistance provided by the EC:
Identifying and implement opportunities to increase visibility and
present the assigned activities of the portfolio of the infrastructure section.

Qualifications, Skills and Experience:
  • The European Union (EU) Project Officer – Economist job placement
    should hold a Bachelor’s degree in Economics, Trade or relevant field.
    Master’s degree in Economics, Trade or relevant field.
  • At least three years of experience in Economics, Trade or relevant
    field work. Experience in working with Development Partners, National
    Authorities and/or Major Civil Society Organizations (CSO)
  • Experience in EU procedures
  • Experience with visibility actions
  • Working in a Multi-cultural environment
  • Knowledge of EAC regional integration, trade policy and trade
    facilitation.
  • Proficient use of English i.e. – (ability to understand C2, ability
    to read C2, ability to speak C2, ability to write C2)
  • Knowledge of French
  • Knowledge of IT tools           
  • Knowledge
    of Microsoft Office and other basic office tools.         
  • Self-starter, motivated, ability to work alone and/or in a team,
    respecting deadlines, ability to deal with stress situations.
