Job Summary:  The Accountability Database Officer will steer
operationalizing of Humanitarian Accountability within the programme. This
position has been designed to facilitate and to manage feedback and complaints
systems. The Accountability Officer position will support the food programmes
from design phase specifically in identifying key indicators, defining the
A,M&E plan and other documentation needs. Final involvement in determining
effectiveness, efficiency and impact on livelihoods of food programmes.
Key Duties and Responsibilities: 
  • Ensure district follows information provision guidelines through
    planning, monitoring, implementation and supporting others in the programme
    area to implement.
  • Through HA assessment, check with communities how they would like to
    receive information, including format, timing, location, language etc.
  • Write information provision materials for the district translate and
    order copies through Head Office.
  • Implement and support programme staff to implement information
    provision guidelines and district level information provision strategy.
    This includes setting up notice boards, printing documents to include on
    notice boards, showing staff how to use notice boards etc.
  • Keenly review and improve or develop districts level information
    provision strategy. Work together with Commodity Officer to ensure all
    stakeholders are sufficiently informed according to the information
    provision guidelines.
  • Ensure implementation of feedback and complaints mechanisms across
    all programs in the district. This includes: Ensure adherence of the
    district to Feedback and Complaints Policy and Procedures, Help Desk
    Guidelines, Suggestion Box Guidelines etc. Including confidentiality,
    timely and appropriate response.
  • Review complaints received through all mechanisms together with the
    Commodity Officer. Decide a plan of action. Responsible for ensuring the
    action is carried through on time, according to the guidelines.
  • Document all district level complaints and responses centrally and
    as directed. Design a database and manage documentation of all district
    complaints in the database.
  • Engage the community in an appropriate and respectful manner, never
    raising false expectations.
  • Intentionally, regularly informally and formally consult with
    beneficiaries, non-beneficiaires, Government, other agencies to receive
    feedback on our programs, commitments and staff conduct.
  • Improve the programme staff understands of capacities, needs and
    preferences of the communities which we work with. Work with prgramme
    staff to improve the ways in which World Vision engages the community
    based on findings of community preferences.
  • Build capacity of district staff to engage with communities.
  • Raise and address any issues discovered during consultations. Raise
    sensitive issues/incidents immediately to the Food Assistance Manager.
  • Compile and submit quality reports to Food Assistance Manager as
    directed. Ensure that all reports are highly accurate, comprehensive, well
    documented and will guarantee the credibility of the program;

Qualifications, Skills and Experience:
  • The ideal candidate for the World Vision Accountability Database Officer job
    opportunity must hold a University Degree in education, sociology,
    political science, business or international development;
  • Two years of experience in working with International NGOs with
    relevant community focus
  • Proven ability to work effectively with beneficiary communities,
    Government and other stakeholders at the district level;
  • Experience in training and community consultation highly desired
  • Experience in facilitating focus group discussions with local
    communities and reporting.
  • Commitment to and understanding of international humanitarian
    standards, especially the Red Cross and Red Crescent Code of Conduct,
    Sphere, and the Humanitarian Accountability Partnership (HAP) Standard;
  • Ability to work in a cross-cultural context with people of various
    backgrounds;
  • Modeling of accountable practice through personal actions and
    approaches to program management;
  • Willingness to participate in chapel and group devotions; and
  • Commitment to WV Core Values and Mission Statement.
