About US:
The Office of the
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and well-being.
UNHCR has an additional mandate concerning issues of statelessness, as it is
given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Job Summary: The Nutrition Associate  will be
working together with Assistant Public Health Officer and Associate Public
Health Officer. S/he will report to the latter. With the nutrition situation
stable, the plan is to have the incumbent focus on the food security and
nutrition intervention focusing on the all the aspects of the nutrition
programme cycle – assessment, planning, budgeting, monitoring and evaluation of
the nutrition interventions. The incumbent will be working within and closely
alongside the public health team in Mbarara. The context means that the
candidate will need to work in a multi-sectoral manner with many of the sectors
and protection areas internally and externally. There incumbent will be
technically linked to the Associate Nutrition and Food Security Officer based
in Kampala.
Key Duties and Responsibilities:  
  • Assist in overseeing the implementation of activities for the
    prevention of malnutrition and infant and young child feeding (IYCF).
  • Work closely with partners and within the interagency coordination
    mechanism working groups within the nutrition and other relevant sectors.
  • Assist in developing and maintaining a good standard of quality
    programming in UNHCR supported activities and work together with others to
    standardise and harmonise ways of working and protocols and reporting
    mechanisms that are common across actors in this crisis.
  • Assist in the assessment of the nutrition needs and mapping of
    resources and capacities, together with Governments and partners.
  • Ensure close coordination with other humanitarian actors involved in
    nutrition, food security and related areas.
  • Serve as the focal point on nutrition issues within UNHCR and liaise
    with humanitarian counterparts actors (UN and governmental and
    non-governmental).
  • Support the establishment of refugee Nutrition committees to enable
    active participation in the process of nutrition planning, implementation,
    monitoring and evaluation.
  • Promote inter-sectoral coordination outside and within UNHCR in all matters
    related to nutrition.
  • Alert the Mbarara Sub Office in case there is a need for additional
    technical requirement in nutrition.
  • Assist in provision of technical guidance and support to Ministry of
    Health, Implementing partners, Operational Partners on all nutrition
    related activities in relation with the needs and in accordance with UNHCR
    policies and priorities.
  • Assist in Identification of gaps and overlaps in programming,
    addressing unmet needs, and orienting existing activities to address
    priority nutrition issues.
  • Assist in formulation of project submissions including budget to
    respond to the assessed and prioritised needs in collaboration with
    appropriate authorities, implementing partners and UNHCR programme and technical
    sectors at all levels.
  • Support capacity building initiatives so that refugees and other
    persons of concern to UNHCR, UNHCR and its partners acquire the needed
    knowledge, skills, and sense of responsibility and ownership of
    programmes.
  • Ensure regular updates and share information within UNHCR as well as
    with relevant Government, UN and partners.
  • Keenly monitor nutrition programmes against standard UNHCR and
    international indicators to ensure that programmes are evidence-based and
    implemented in a comprehensive and cost-effective manner.
Key Performance Indicators:
  • The operation has the required technical support focused on the
    prevention and management of malnutrition and infant and young child
    feeding (IYCF) to be better able to meet the needs of persons of concern
    and to appropriately coordinate and engage with other partners.
  • Represent UNHCR nutrition in coordination meetings and liaise with
    partners, UN agencies, NGOs, and the Ministry of Health to coordinate and
    monitor nutrition activities.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UNHCR Nutrition Associate
    job opportunity should have completed Secondary education with
    training/certificate in Nutrition or related field.
  • At least six years of previous relevant work experience.
  • Knowledge of the latest developments in community based nutrition,
    solid understanding of the pathways and linkages of malnutrition.
  • Excellent report writing skills.
  • Computer skills in word processing, Excel and other relevant
    software.
  • Proficiency in English language.
  • Prior relevant experience with UNHCR, other UN agencies or NGOs.
  • Prior experience working in IDP or refugee operations.
  • Previous experience in Emergencies.
