Job Summary: The
IT Beneficiary and Transfer Management Officer will be responsible for the
realization of the IT outputs above; they will be responsible for providing
strategic leadership and operational technical input on IT related issues
concerning these projects. They will ensure a high level of coordination and
collaboration with the various project stakeholders both within and outside WFP
to understand requirements and provide appropriate technical solutions.
IT Beneficiary and Transfer Management Officer will be responsible for the

strategic leadership and operational technical input on IT related issues
concerning these projects. They will ensure a high level of coordination and
collaboration with the various project stakeholders both within and outside WFP
to understand requirements and provide appropriate technical solutions.
Key Duties and Responsibilities:
- Coordinate technical deployment of SCOPE, SCOPE CODA or related
beneficiary and transfer management system in order to enable efficient
Beneficiary and Transfer Management (BTM)
processes; - Guide management on strategic decision regarding SCOPE
- Support the development of technical specifications for SCOPE
equipment required for the various SCOPE interventions - Design, implement and revise, as required, operation-specific
Standard Operating Procedures (SOPs) for all aspects of BTM processes and
apply operational guidance to practical implementation in the field and facilitate
change in procedures where gaps occur; - Develop and coordinate beneficiary data gathering and monitoring
systems to ensure that rigorous quality standards are maintained for
beneficiary data; - In collaboration with programme and finance, develop transfer
management systems for cash transfers - Coordinate training and capacity building for WFP staff, partners
and national government to adopt and mainstream innovative BTM processes
in their programmes; - Support beneficiary services project managers in planning, risk
identification, issue management for effective delivery of BM services; - Conduct regular surveys to determine stakeholder satisfaction with
BTM services; - Represent WFP at steering committee meetings and provide technical
support in the development of the National Single registry - Provide technical guidance on data extraction and visualization from
beneficiary management databases - Implement and supervise technical support services including
beneficiary service desk and ensure they are delivered efficiently. - Oversee and provide technical guidance and support at Points of Sale
(POS) locations during distribution, redemption, conducting uploads,
troubleshooting maintenance card printing and any other required support. - Perform any other duties as may be assigned by the IT Operations
officer or beneficiary services Project Managers.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UN World Food Programme
(WFP) IT Operations Beneficiary & Transfer Management Officer job placement
should hold an advanced university degree in Computer Science, Database
Management and Business intelligence, engineering or other relevant field,
or First University degree with 3 additional years of related work
experience or trainings/course - At least five years of post-graduate progressively responsible
professional experience in humanitarian aid operations and/or business
systems analysis, design and development. - Knowledge of webservice stacks such as WAMP, Ruby on Rails, and
Django an added advantage - Certifications such as MSCE (Data Management and Analytics) are an
added advantage - Good interpersonal, analytical and supervisory skills;
- Has assisted in the design and implementation of ITIL service
management systems for handling customer requests. - Has performed user support activities resulting in timely,
high-quality delivery of services to user community, including the
emergency operations user community. - Has assisted with the specification, development, research and
evaluation of client standards.
Personal Competencies:
- Governance, Strategy and Architecture: Shares knowledge of IT governance
process and system architecture development with team and analyses current
designs for improvements and enhancements while ensuring compliance with
legislation and specifies any required changes. - Change Implementation, Project Management, Planning and
Optimization: Utilises
working knowledge of project and change management approaches to collect
and analyse relevant data from multiple stakeholders to develop
evidence-based business case for change. - Technical Expertise: Exhibits deep technical knowledge in area of expertise and actively
transfers knowledge to strengthen the skill base across the function;
considers the most appropriate use of technical resources to ensure skill
development and optimization of resource allocation. - Service Management:
Monitors and supervises maintenance and installation work against the
established standards and protocols for service excellence and takes
proper actions to correct inconsistencies and improve overall quality and
customer satisfaction. Ensures that operational problems are identified
and resolved. - Client Management:
Applies thorough understanding of the business, customers, new IT
technologies and techniques to implement improved solutions and define
service levels, standards and the monitoring process for client service
staff. - Procurement and Contract Management: Able to conduct a cost-benefit analysis
of alternative technologies and vendor service level agreements to
consolidate options and assess suitability.
