Representative
Organisation (WHO) is the directing and coordinating authority for health
within the United Nations system. WHO is responsible for providing
leadership on global health matters, shaping the health research agenda,
setting norms and standards, articulating evidence-based policy options, providing
technical support to countries and monitoring and assessing health trends.
Health Economist will be tasked with the day-to-day supervision and guidance of
the Health Systems Cluster Leader, and working in close collaboration with technical
staff at headquarters, Regional and Country Office, the incumbent shall support
the implementation of WHO activities in the area of Health Financing including
providing support to the Ministry of Health and other sectors in activities
Accelerating
movement towards UHC to ensure that all people receive essential and good
quality health services they need without suffering financial hardship.
Strengthen
health financing mechanisms to improve equity in the distribution of health
system resources and services.
Develop
institutional mechanisms to analyse and define benefits and entitlements
Reduce
fragmentation through preparing the health care system to implement the
National Health Insurance.
Move
towards more strategic purchasing of services from public and private providers
through the roll out of the Results based financing.
Strengthen
capacities for effective engagement between health and public finance
authorities to enable sustainable progress towards UHC.

contribution to national development
Institutionalization
of the National Health Accounts
Perform
any other duties assigned by the WHO Representative.
The
ideal candidate for the United Nations WHO Health Economist job placement
should possess an MB ChB, Dentistry, Pharmacy or related science degree from a
recognized University.
Must
possess a Master’s Degree or PhD in Health Economics or related relevant Field.
A
minimum of six years relevant experience in health financing activities at
national level, including costings, cost analyses, conducting efficiency
studies, equity analyses, monitoring and evaluation of health programmes.
Must
have a good understanding of the Uganda Health System, macro-aspects of the
national economy, health financing landscape in Uganda and their impact on
health development and the population in general
Previous
experience with international organisation or previous programme work with a UN
agency is an added advantage.
Proficiency
in written and spoken English; Knowledge of French would be an added advantage.
