Country Director
institute of the German Adult Education Association, DVV International, has
been active in the field of adult education in Uganda for many years and is
presently working with the Ministry of Gender, Labour and Social Development
and Non-Governmental partners for an integrated, professional and
self-sustainable adult education system in Uganda.
International secured funding from the European Union to implement a 3 year
project entitled “Green Livelihood Opportunities through Local Service Delivery
Optmisation” (GLOServe), in partnership with Namayingo, Mpigi, Iganga and Nwoya
districts and MGLSD as an associate.
Technical Expert will be responsible for ensuring that the objectives of the
GLOServe project are reached. This would include technical support to the
existing, overarching ICOLEW programme of which GLOServe forms a part. The
technical expert will ensure adherence to overall technical and programmatic
quality in implementation, compliance with EU guidelines, and the timely
submission of all deliverables, including annual work plans, performance monitoring
plans and reports as required. DVV International therefore intends to hire an
individual for the GLOServe project period 2018-2020.
- Overall management and coordination of GLOServe Project
- Tasked with capacity building of staff of project implementing
districts - In charge of monitoring and support supervision of project
implementing partners to ensure timely, effective and efficient
implementation of the project annual plans according to guidelines - Establish a functional project M&E system and ensure utilization
of the information from the M&E databases as per agreed schedule. - Prepare semi-annual and annual reports of the programme and grant
activities according to EU and DVV International guidelines. - Maintain and effectively manage strategic partnerships and
collaboration with implementing partners - Ensure partner review and reflection events are held on a regular
basis. - Ensure annual plans and budgets are developed in line with EU/DW
International budgeting guidelines and timelines.
- The applicant must hold a Bachelor’s degree in Agriculture,
Environment, Adult and Community Education, Development Studies, Social
Science or any field related to environment from a reputable institution. - Five years plus project management and coordination experience,
including working in partnership with especially local governments; - Experience in implementing innovative livelihoods projects with
emphasis on agriculture, environmental aspects and non-formal livelihood
skills and business skills training; - Experience in value chain market assessment and processes desired;
- Experience in conducting training needs assessment, designing
training programmes and facilitating participatory training workshops for
experts and community facilitators; - Knowledge and use of participatory approaches, e.g. PRA, Reflect and
others to conduct studies, design M&E systems, etc; - Knowledge and implementation of adult literacy projects is an added
advantage. - Prior experience in working with EU funded projects is also an
additional advantage;
