with the affected communities we work on the recovery of their livelihoods.
In Uganda, ZOA has
offices in Kampala, West Nile (Arua), Acholi (Nwoya), and Karamoja (Amudat). ZOA
Uganda works both in relief and recovery on the themes of food security &
livelihoods, WASH, primary/accelerated/vocational education, and conflict
management with a special focus on land security.
Job Summary: The
Project Manager will be based in Nwoya Field Office responsible for the
implementation of ZOA projects in line with the full project proposal, both
financial and programmatic.
Key Duties and Responsibilities:  
Leadership and management:
·        
Oversees
the activities that are to be conducted by the co-implementing partner and
makes efforts to ensure accountability.
·        
Contributes
to programme and knowledge development specifically related to land rights and
agri-business.
Project management:
·        
Plans,
organizes and manages the implementation of activities as described in the
project proposal in line with ZOA’s strategy, its country annual plan and
programme plan.
·        
Develop
and implement procurement and M&E plans
·        
Provides
technical support and ensures effective support to implementation of the project
engaging with the PGA department;
·        
Reports
on the project progress through a Project Implementation Plan (PIP) on a
monthly basis; and writes donor reports in line with contractual obligations.
·        
Manage
project budget and ensure expenses are incurred in line with approved budget.
·        
Contributes
to ZOA’s quarterly Country Annual Plan (CAP).
·        
In
conjunction with the Programme Manager, acts as final responsible for the
proper training and guidance of farmers benefitted through the project;
·        
Participate
in and sometimes lead development of land security and agri-business project
proposals.
·        
Organizes
meetings with relevant land and agriculture stakeholders in liaison with
project staff to build and maintain relations.
HR/admin/finance:
·        
Budget
owner of project:
·        
Approval
of expenditures and related cost allocations, on the basis of approved project
and programme  organization budgets;
·        
Contribute
to the recruitment of well-qualified project staff if and when necessary
reviewing the job descriptions, participating in job interviews;
·        
Ensures
that project staff are conversant with their job description, ZOA’s internal
regulations, standards, policies and donor regulations and get acquainted with
their colleagues in the land security project team;
·        
Supervises
and carries out periodical evaluation of the performance of the staff assigned
to this project against established performance objectives in a timely manner.
Generally, ensures adherence to ZOA’s PME system
·        
Ensures
capacity building on key project concepts and approaches with support from PGA department
and/or other ZOA staff.
·        
Recommends
strategic training opportunities for project staff.
·        
Serves
as key field team focal point when further guidance is needed;
·        
Ensures
effective leave management within the project team, in liaison with the field
administrator.

Qualifications, Skills and Experience: 
·        
The
ideal candidate for the ZOA Uganda job placement must hold a Degree in Law, Social
Studies, Land Management, Agriculture or other relevant field.
·        
Five years
of successful project cycle management skills and experience in a similar position
implementing land tenure projects ideally involving customary land tenure systems,
land use (ideally agri-business related), gender and community-based land
dispute resolutions.
·        
Sound
understanding of customary land tenure in Acholi an added advantage.
·        
Climate
Smart Agriculture experience is an added advantage.
·        
Competence
in agro-business plan development and cost-benefit analysis is an added advantage.
·        
Excellent
spoken and written command of English and Luo.
·        
Good
communication, writing and facilitation skills.
·        
Innovative,
creative and enthusiastic.
·        
Participative
leadership.
·        
Provides
regular feedback, acknowledges success and the need for improvement.
·        
Coaches,

·        
Self-motivator,
