organization started in 2004 with a mission to empower young people in Uganda
through innovative and demands led entrepreneurial interventions that enable
them transform their livelihoods and communities. The organization directly
works with in – school youth (primary, secondary and higher institutions of
learning) between 10-35 years across Uganda. We also engage parents, school
administration, teachers, and government officials as indirect beneficiaries of
the activities within our program areas below. 1. Financial Literacy and
Inclusion 2. Market led hands on skills training for youth 3. Entrepreneurship
and Business Skills Development 4. Mentorship, and career guidance
Job Summary:
The Procurement Officer will take lead in the procurement process at PEDN
compiling the procurement plan, bidding documents, participate in the bidding
and evaluation process, pre-contract negotiation, and preparing and issuing
approved contract documents in accordance with the PPDA Act 2003 and the PEDN
procurement manual.
Key Duties and Responsibilities:  
  • The Procurement Officer will coordinate the preparation of
    procurement plans by user departments;
  • Follow up with the user departments on the initiation of works
    procurements and on submission of technical inputs to the statement of
    requirements;
  • The incumbent will also ensure that all the submissions to the
    procurement Committee are prepared in a timely manner as defined in the
    procurement regulations; 4. Follow-up and implement decisions of the
    procurement committee and submit regular updates on status to the Manager;
  • Prepare and publish bid notices (adverts) and issue approved bidding
    documents for procurements;
    • Actively participate in pre-bid meetings, site visits,
      clarifications, bid closings and bid openings for works procurements;
    • Prepare monthly and other reports as scheduled in the PPDA
      Regulations, PEDN Procurement Manual and submit to the Finance Director;
    • Participate in the drafting of contract documents and submit to
      Manager;
    • File and reference all procurement related documents and records;
    • Regularly monitor implementation of contracts;
    • Pre-qualification of service providers following the PEDN
      procurement manual.
    • Quickly respond to audit queries in the procurement of works.
  • Support management and staff follow the PEDN procurement manual
    through capacity building and technical guidance.

Qualifications, Skills and Experience:
  • The applicant for the PEDN Procurement Officer- career opportunity
    should hold a Honor’s Degree in Procurement, Economics or any other
    relevant Degree from a recognized University;
  • Additional qualification in Chartered Institute of Purchasing and
    Supplies CIPS) is an added advantage;
  • A minimum of three years’ experience in public procurement with at
    least two (2) years working on in a well established non-profit
    organization.
  • Prior exposure and experience in the preparation of construction and
    consultancy bidding documents, evaluation reports and contracts is
    required
  • Computer literacy skills are mandatory 4. Ability to work as part of
    a team and to develop subordinates
  • Previous experience in the preparation of construction and
    consultancy bidding documents, evaluation reports and contracts is
    required
  • Excellent interpersonal, particularly staff/management relations,
    oral and written communication skills;
  • Ability to work and produce accurate results in an environment with
    multiple and challenging tasks;
  • Impeccable level of integrity.
