forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.
About 4Mi – Mixed Migration Monitoring Mechanism
initiative  :
MMC’s flagship data
collection tool is the Mixed Migration Monitoring Mechanism initiative (4Mi).
Started in 2014, 4Mi is a field level, low-cost and continuous, data gathering
mechanism focusing on those in mixed migration flows (and involved with mixed
migration as ‘smugglers’/facilitators) along particular route of migration, in
selected countries of origin and destination. The primary instrument has been
the use of an in-depth questionnaire survey through the use of smart phone technology
with cloud-based uploading of completed questionnaires in real time and
location-tagged through GPS documentation. 
The overall aim of 4Mi is to support an improved knowledge base for
policy response and protection response to mixed migration. 4Mi data is used to
inform research and analysis, policy development and programmatic responses. To
increase understanding of realities on ground and protection gaps etc. and
through this improve protection of those in mixed migration flows where
increasing levels of abuse, neglect, hardship and death face men, women and
children caught in mixed migration flows.
Job Summary: The
Mixed Migration Monitoring Mechanism Initiative (4Mi) Project Manager will lead
and support the 4Mi programme run out of the MMC East Africa & Yemen, to
establish a continually improved knowledge base for protection response to
mixed migration and better inform public policy. However, this role will also
advise the MMC global team on expansions and strengthening of 4Mi programming
across the world.
Key Duties and Responsibilities: 
Daily 4Mi
operations and staff management 
  • To oversee the operations and management
    of the 4Mi project in the EAY region and outside regions (such as Southern
    Africa, North Africa and Europe), related to the flows from the Horn and
    East Africa (primarily flows from Eritrea, Ethiopia and Somalia)
  • Management and daily supervision of the
    Nairobi-based team of 4Mi staff (currently: 2 ICT officers, 2 project
    officers) 
  • Manage, together with the project team,
    a network of field monitors in different countries using digital
    technology to survey mixed migration.
  • To identify partners, key informants,
    contacts and other interlocutors critical to the success of this project
    and establish close working relations with relevant existing mixed
    migration-related agencies in different countries.
  • Keenly monitor and responsibly manage
    the 4Mi budgets and ensure timely and regular donor reporting.
  • Work in close coordination with the MMC
    Coordinator, maintain donor relations with 4Mi donors and expand the donor
    base for 4Mi East Africa. 
  • Expand 4Mi project in EAY region and
    along major routes out of the region.
Analysis and
presentation of 4Mi data 
  • Lead on improving and revising the 4Mi
    programme and methodology (including, but not limited to, recruitment of
    monitors in the field, developing a training manual for monitors, defining
    geographical position of monitors, respondent selection and survey design)
    and, ensure the methodology of 4Mi is regularly reviewed with respect to
    increasing its reliability and voracity.
  • Ensure timely, regular updates of 4Mi
    data in infographics and mappings on the 4Mi website.
Lead a revision
process of the 4Mi website
  • To manage and organize data and be adept
    at analysis and interpretation of data for use in infographics, website
    presentation as well as text analysis (for electronic and hard copy use)
  • Regular written analysis in short
    articles and longer research papers based on the data produced by 4Mi is
    an essential output of the 4Mi team: the project manager is expected to be
    able to perform well in this regard and manage others in the team also
    tasked to work in this area.
  • Present 4Mi data and outcomes at
    international conferences and keep abreast of new developments and ongoing
    debates on migration data. 
Qualifications, Skills and Experience:
  • The applicant should preferably hold a master’s
    degree graduates with at least 5-7 years’ experience in an international
    context (with an NGO, an international organization or a research organization). 
  • Proven record in analysis, survey
    methodology and design, and written or infographic based end product use
    of data gathering processes.
  • Technical architecture of data networks
  • On-line visualization and
    communication 
  • Experience in migration and ICT may be
    an advantage but not a requirement. 
  • Strong experience in survey modules
  • Proven track record in team management.
  • Strong ability to make rapid assessments
    and sound judgments with little support.
  • Excellent communication skills and problem
    solving skills are also very desirable.
  • A well-motivated, organized self-starter
    who can work independently.
  • Skills in terms of reporting and
    drafting are essential. 
  • Strong and proven interest in migration
  • He/she must be able to travel a
    significant period (30-40%) of the time in this role. 
  • Positive, mature leader with a proven
    track record of developing effective initiatives, programmes, and impact.
  • You thrive in managing a wide range of
    responsibilities, and can effectively communicate and lead the country
    team.
  • You enjoy working with teams of
    committed staff to build collaboration and capacity within the regional
    Programmes and building strong relationships with the regional team.
