Job Summary: The
Program Officer –Livelihood will steer the planning of FCA livelihood projects
and evaluation of livelihood needs in order to inform the expansion of FCA’s
scope of programming to include livelihood activities as a cross-cutting
component of existing programs as well as stand-alone livelihood programming,
requiring a thorough analysis of the current and future possibilities for FCA
livelihood activities in Uganda.
Key Duties and Responsibilities:  
  • Tasked with developing a context
    analysis, donor perspectives, while capacity building the FCA team in
    Uganda.
  • Keenly review and understood the current
    FCA program portfolio, provide recommendations on the pertinence and
    feasibility of including livelihood activities in FCA’s programming and
    establishing specific livelihood programmes
  • For specific selected geographic areas
    of focus,  design concrete
    livelihoods activities that would support impact and results of on-going
    FCA projects in Uganda
  • Identify and map current actors conducting
    livelihoods activities in FCA’s project areas in Uganda, to determine
    gaps, avoid overlap, identify lessons learned, and propose opportunities
    for FCA to develop a niche in livelihoods programming in Uganda
  • Assess the perspectives for funding for
    livelihood programming in Uganda, including engaging donors and other
    stakeholders, culminating in a mapping of potential donors.
  • Carry out livelihoods assessments and
    evaluations; implement livelihoods activities and programs, and quality
    control of livelihoods activities.  

Qualifications, Skills and Experience:
  • The ideal candidate for the Finn
    Church Aid (FCA) Program Officer –Livelihood job placement should
    preferably hold a Master’s Degree in International development, Business
    administration or related field
  • Knowledge of livelihood in both
    development and emergencies
  • Previous experience in proposal
    development to UN Agencies and other institutional donors
  • Experience in market based livelihood
    interventions
