Job Summary: The
overall responsibility of the Health Officer is to conduct the day to day
implementation of increased access to maternal and child health services and
access to water and sanitation for refugee and host communities in the south
Sudanese response in Yumbe district in the west Nile region of Uganda. Working
closely with other members of the project team and other project stakeholders
(local government, UNHCR, OPM, NGO partners, communities) he/she will ensure
that the project activities are implemented in a timely and efficient manner to
ensure access to maternal and child health services and access to water and
sanitation for refugee and host communities in the south Sudanese response in
Yumbe district.
Key Duties and Responsibilities:  
  • Participate in developing annual project outlines and quarterly and
    monthly project work-plans and budgeting.
  • Manage annual budgets allocated to support delivery of MCH with much
    emphasis on nutrition in Yumbe district.
  • Coordinate health promotion and demand creation interventions for
    Nutrition, MCH, HIV prevention/EMTCT and safe motherhood both at facility
    and community levels.
  • Organize and coordinate capacity building interventions for the
    district-based health workforce so as to ensure quality delivery of
    services.
  • Organizing awareness raising activities on health promotion and
    health services, including MCHN and EMTCT
  • Organize participatory project monitoring and evaluation sessions at
    community and facility level
  • Participate in the collection of data and documentation for project,
    including compiling activity reports.
  • Ensure that the project resources, assets and documents are well
    maintained
  • Any other tasks assigned by the Project Coordinator.

    solution.
  • Stays focused on positive outcome in situation which is avoidable
  • Confronts the problem

Qualifications, Skills and Experience:
  • The applicant for the Plan International Health Officer job
    opportunity must hold a  
    degree /diploma in a suitable health discipline.
  • Two years of hands-on experience implementing Community-based Health
    projects, especially Nutrition, MCH, HIV prevention/EMTCT.
  • Comprehensive knowledge on nutrition, MCH and safe motherhood and
    HIV prevention and EMTCT is a MUST.
  • Knowledge of WASH will be an added advantage
  • Hands-on experience of working in emergency and rural settings.
  • Practical experience in working with district and community health
    systems, including Village Health Teams (VHT).
  • Sound understanding of current policy developments in Nutrition, MCH
    and HIV/AIDS/EMTCT.
  • Knowing the language spoken in the district is an added advantage.
  • Knowledge on Tackling Inequality and exclusion
  • Ability to ride a motorcycle is preferable
  • Good working knowledge of Microsoft office programs including MS
    Excel, MS Word and MS Power Point.
  • Strong skills in teamwork and networking.
  • Excellent Budget management skill is a MUST
  • Excellent communication skills (written and oral).
  • Excellent skills in documentation and report writing
  • Excellent negotiation and influencing skills in multi-cultural
    contexts
  • Ability to generate and interpret financial reports using excel
