About ALP Program:
In 2018, War Child
Canada started implementation of a new innovative education program in Adjumani
district, focusing on improving access to secondary education for our of
schools refugee and host community children through lower secondary Accelerated
Learning Program (ALP). One of the key components of this Master Card
Foundation (MCF) supported program is establishing and strengthening the capacity
and engagement of local Community Education Committees (CEC) including
providing business development and income generation support.
Job Summary: The
Business Development Officer will provide business development and income
generation support to Community Education Committees (CEC). This include,
capacity building and training on business development and management,
entrepreneurship, financial and in-kind support, basic book-keeping, saving,
and provision of continuous technical and management advice and support. The
post holder will work closely with other members of the lower secondary ALP
program and other support function staff, and will work in close collaboration
with target secondary schools and ALP centers, relevant government departments,
including the District Education Office (DEO), non-governmental organizations,
community leaders and Community Education Committee (CEC) members.
Key Duties and Responsibilities: 
Systems and
Capacity Building:
  • Carry out an economic and market assessment in Adjumani district.
  • Based on finding of the assessment, develop detailed income
    generation and business development strategy, systems, tools and guide.
  • Carry out capacity and gap assessment and analysis among Community
    Education Committee (CEC) members of the project.
  • Develop, implement and monitor progress of detailed tailored
    capacity building training modules and plans for Community Education
    Committee (CEC) members, including business development and management,
    entrepreneurship, basic financial management and book-keeping, saving,
    investment, etc.
  • Develop, implement and monitor progress of tailored vocational and
    skills capacity building training plan for Community Education Committee
    (CEC) members.
  • In consultation with the Project Manager and project team, facilitate
    and support the creation of a systematic, coordinated and harmonized
    approach to the planning and delivery of capacity building support to
    Community Education Committees (CEC).
  • Contribute towards the development of WCC livelihood program in Uganda,
    including carrying out assessments, developing program strategy, systems,
    tools and plans, as necessary.
Implementation and
support:
  • Work in close consultation with the Project Manager and project
    team, develop, implement and monitor progress of a detailed project
    implementation plan.
  • Working closely with the project team, actively support the
    establishment of Community Education Committees (CEC) in the project
    sites.
  • Provide technical and management support to Community Education
    Committees (CEC) to develop clear and agreed bi-laws, constitutions, and
    business and income generation management structures, systems and tools.
  • Provide technical and management support to community Education
    Committees (CEC) to develop income generation business proposals and
    plans.
  • Based on appraised and agreed business proposals and plans, provide
    financial start-up capital and/or in-kind inputs to Community Education
    Committees (CEC) to establish and run income generation ventures, ensuring
    that all provided inputs are effectively used for their intended purposes.
  • Provide necessary technical and management support and guidance to
    Community Education Committees (CEC) in processing business licenses and
    registration with relevant local government authorities.
  • Regularly monitor and supervise the effectiveness and progress of
    business and income generation development and implementation of Community
    Education Committees (CEC).
  • Provide continuous technical and management support, advice and
    guidance to Community Education Committees (CEC), including development
    and management of profitable income generating activities, financial
    management, saving and investment.
  • Provide technical and           management
    support and assist Community Education Committees (CEC) in marketing,
    including establishing market linkages for, and promotion of, their
    products and services.
  • Working closely with Community Education Committees (CEC) and
    Secondary Schools and ALP Centers, facilitate the establishment and   implementation of clear and agreed
    mechanisms, systems and plans for the use of income generated by CECs to
    support the schools and vulnerable learners.
  • Work in close consultation with the Project Manager and project
    team, facilitate and support the creation of a systematic, coordinated and
    harmonized approach to the planning, implementation and review of all
    project activities.
Monitoring,
Evaluation, Accountability and Learning (MEAL):
  • Working closely with the Project Manager and Monitoring, Evaluation,
    Accountability and Learning (MEAL) Officer, develop and implement a robust
    Monitoring and Evaluation (M&E) plan for Business and Income
    Generation development and management activities.
  • Based on the M&E plan, develop and implement monitoring system,
    and analyze, document and report on progress and effectiveness and impact
    of the business and income generation development and management
    activities of the project. 
  • Maintain up-to-date recording and documentation of all business and
    income generation development and management activities, including
    detailed records of start-up financial capital and in kind inputs
    provided; records of Community Education Committees (CEC) and their
    members; details of income generation ventures developed by CECs; details
    of technical and management support provided to CECs; progress of income
    generation activities; records of incomes generated, saving and
    investments made by CECs; and details of support provided to schools and
    vulnerable learners by CECs .
  • Carry out regular project assessment, document and disseminate
    successes, best practices and learning within WCC Uganda country program
    and stakeholders as necessary.
  • Prepare and submit to the Project Manager, monthly, quarterly,
    annual, mid-term and end of project reports on a timely manner.
  • Network and liaise with other relevant local government and
    non-governmental actors, CEC members, community leaders and target
    secondary schools and ALP centers ensuring their active participation,
    coordination and collaborative engagement in the planning, implementation,
    and review of project activities..
  • In consultation with the Project Manager, represent WCC Uganda at
    relevant sector cluster, forums and coordination meeting in the district.
Other Duties:
  • Contribute to the development of the WCC new Livelihood program in
    Uganda, including conducting assessments, and developing program strategy,
    business and income generation approaches, systems, tools and guidance.
  • Deputize for the Project Manager when necessary.
  • Undertake other appropriate level duties as assigned by the Project
    Manager, Head of Programs or the Country Director from time to time.

Qualifications, Skills and Experience: 
  • The applicant for the War Child Canada Business Development Officer
    job placement must hold a Bachelor’s degree or post-graduate degree in
    business administration, enterprise and business development, economics,
    or related field.
  • Three years of relevant experience in developing, managing and
    support community based business and income generation projects and
    initiatives.
  • Experience and track record of carrying our socio-economic and
    market assessments, and developing business and income generation project
    strategy, systems, plans and tools.
  • Experience and successful track record of designing, planning,
    delivering and monitoring business and income generation capacity building
    training and support.
  • Experience of working and engaging with other actors and stakeholder
    in the designing, planning, implementing and reviewing business and income
    generation project activities.
  • Experience of designing and implementing robust Monitoring,
    Evaluation, Accountability and Learning (MEAL) frame work, plans and
    systems for business and income generation project.
  • Demonstrated ability to think strategically, prioritize, and meet
    deadlines in a complex and challenging environment;
  • Ability to work well with diverse teams from all backgrounds and
    levels.
  • Strong diplomacy skills; ability to establish and maintain good
    working relationships with partners, donors and other stakeholders in a
    sensitive environment.
  • Excellent spoken and written English and ability to write high
    quality reports and communications.
  • Excellent interpersonal, communication and facilitation skills.
  • Ability to problem-solve and work with minimal supervision.
  • Willingness and ability to work in Adjumani and travel to project
    sites.
  • Ability and willingness to be extremely flexible and accommodating
    in a difficult and sometimes hardship working environment.
  • Affinity with War Child Canada’s mandate.
  • Politically and culturally sensitive with qualities of patience,
    tact and diplomacy.
  • Creative, energetic, adaptable and flexible.
