Job Summary: The
Assistant Engineer will support UHSC planned expansion and renovation of health
facility storage space in up to 30 selected high volume Antiretroviral Therapy
(ART) health facilities. The storage expansion and improvement efforts will
range from minor renovation to installation of prefabricated storage space
(e.g., “storage-in-a-box-SIB”) in facilities with severely constrained space to
ensure facilities conform to Good Pharmacy practice standards. Expansion and
rehabilitation of facility storage will be done in collaboration with; USAID
mission engineers, Ministry of Health engineers, district engineers, and other
district authorities.
Key Duties and Responsibilities:  
Support to ongoing
prefabricated storage unit construction activities
  • Support site and plans approval for
    prefabricated storage unit at selected facilities from district and/ or
    hospital administration.
  • Support on-going monitoring and
    supervision of installation of prefabricated storage units at selected
    health facilities
  • Work with prefabricated storage unit
    contractor to review any cost variabilities during the cost of
    implementation and advise UHSC project accordingly
  • Together with district engineers,
    conduct final inspection of installed prefabricated storage unit and
    rehabilitated structures before handover to facilities and districts
  • Perform all other tasks found necessary
    and related to implementation of prefabricated storage unit construction
    and renovations activities.
Support to
renovation of health facility stores
  • Review and detail rehabilitation needs
    for identified health facilities stores
  • Develop appropriate technical drawings
    for rehabilitation needs at health facilities
  • Ensure adherence to technical and
    environmental approvals from the districts and ministry of health
    engineers for rehabilitation of health facility stores
  • Develop appropriate bills of quantities
    for rehabilitation needs at health facilities
  • Support contracting process for a firm
    to undertake construction and rehabilitation of selected high volume sites
    stores
  • Work with contracted firm(s) to ensure
    renovations or construction scope are executed within acceptable time, and
    is of high quality and within budget
  • Regularly monitor and supervise
    renovation/construction sites
  • Measure and prepare payment certificates
    of work,
  • Prepare Certificates of completion of
    works,
  • Coordinate with the district and
    ministry of health engineers to ensure rehabilitation/new construction
    works adhere to national and district standards
  • Recommend completed works for final
    Inspection and,
  • Arrange for handover of completed and
    approved/accepted facility stores.

Qualifications, Skills and Experience: 
  • The applicants for the Management
    Sciences for Health (MSH) Assistant Engineer job placement must hold a
    Higher diploma or Professional degree in Civil Engineering with at least
    five years’ experience and knowledge in supervision, quantity surveying
    and building structures
  • Additional training and qualification in
    construction management would be an added advantage
  • Previous experience in overseeing
    multiple construction sites
  • Experience in supervision and
    installation of prefabricated structures
  • Previous experience with USAID would be
    an advantage
  • Ability to work comfortably with
    Archi/AutoCAD, Microsoft Office software, specifically Word, Excel, and
    PowerPoint
  • Must demonstrate personal attributes
    such as loyalty and integrity in addition to being successful in
    challenging environments and difficult situations, which is inherent in
    this position.
  • Fluency in English is required, although
    Kiswahili is a bonus.
