Job Summary:
The Public Health Promotion Team Leader will lead and manage the implementation
of the PHP component of the Oxfam humanitarian WASH programme in coordination
with partner organisations. The work that will be undertaken will involve
assessment planning and implementation of WASH PHP interventions in line with
the Oxfam’s response strategy in Uganda.
Key Duties and Responsibilities: 
  • To carryout technical assessments, design, and implement water and
    sanitation projects that are socially acceptable, environmental friendly,
    and economically viable. This will be done especially taking in the
    broader perspective of Public Health work in emergencies.
  • Coordinate other PHP sub-sector actors in designing, implementing
    and reporting Hygiene Promotion activities in refugee settlements
  • Ensuring that the construction of emergency water systems, using
    surface water and possibly ground water, follows technical designs.
  • Ensuring that the most appropriate forms of sanitation systems are
    implemented, in consultation with the beneficiaries, which includes
    excreta disposal, refuse disposal, vector control and drainage.
  • Identify and assess the current resources and capacity of national
    counterparts, humanitarian agencies and government authorities to meet
    public health needs.
  • To liaise closely with the Public Health Promotion Team throughout
    the planning, design and implementation stages of the WASH Programme.
    Hygiene promotion is a vital element of such public health engineering
    programmes
  • As part of an integrated team contribute towards planning and
    proposal writing in order to provide clear objectives and establish
    indicators for monitoring and evaluating the programme
  • To coordinate with other key actors including local authorities and
    NGOs to ensure Oxfam’s views and approaches are in harmony with other key
    players in the public health sector.
  • The work will include management and administrative duties and
    co-ordination with other members of the project and with staff of other
    organisations
  • To assist in drawing budgets, and to carryout budget monitoring and
    expenditure forecasting.
  • To report regularly, verbally and in writing to the Response Manager
    and to represent Oxfam to other NGO’s, agencies and Government authorities
    where requested.
  • Ensure that where possible an empowering approach to working with
    communities is employed rather than an approach which relies solely on
    message based methodologies
  • To ensure that work aims to meet Minimum Standards and adheres to
    Oxfam’s emergency guidelines and protocols.
  • To enhance the WASH capacity of selected humanitarian partners to
    respond to the current refugee crisis or to the potential future refugee
    crisis and to increase the resilience of the host communities;
  • Support public Health Promotion technical coordination and relations
    with district, OPM, UNHCR, UNICEF and other stakeholders in WASH.
  • Ensure appropriate hygiene promotion sub-sector representation of
    Oxfam to Government and partners ensuring that the influencing role is
    kept high.
  • Advocate for quality and effective humanitarian aid/assistance to
    affected communities

Qualifications, Skills and Experience:  
  • The ideal candidate for the Oxfam Public Health Promotion Team
    Leader job must hold a relevant qualification in public health promotion
    (Degree level preferable – Public health, Social Sciences, Community
    Psychology, Environmental health)
  • Three years of practical experience in appropriate community health
    and environmental programmes. Some of this time should have been in
    emergency refugee programmes.
  • At least two years practical experience in community mobilization
    and organisation and appropriate community health and sanitation
    programmes. (Practical experience of hygiene promotion is essential).
  • Good understanding of the health and hygiene risks of those affected
    or at risk of contracting Cholera and urban communities and of appropriate
    ways of tackling them. Must be aware of and sensitive to the particular
    needs of women in this context.
  • Ability to present concise reports, sometimes at short notice,
    reflecting the problems and possible solutions for particular situations.
  • Developed interpersonal and team skills and proven ability to be
    flexible in demanding situation.
  • Capacity and desire to pass skills and information, confident
    communicator and willingness to work in collaboration with others and
    respectful to the community.
  • Sympathy with the aims and objectives of Oxfam and commitment to
    humanitarian principles and action.
  • Reliable team member works systematically and with limited
    supervision.
  • Experience in budgeting, budget monitoring and expenditure
    forecasting.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct,
    the People in Aid Code, Oxfam International procedures and other
    regulatory codes/protocols (e.g. Sphere Minimum Standards and InterAction
    Field Co-operation Protocol).
  • A mature understanding of relevant issues derived from at least two
    years of field experience, preferably both in relief and development with
    an organisation similar to Oxfam.
  • Proven analytical skills and ability to think strategically,
    including the ability to think beyond the local programme context and to
    act within a regional framework.
  • Personnel management skills.
  • Diplomacy, tact and negotiating skills.
  • Sensitivity to cultural differences, and the ability to work in a
    wide variety of cultural contexts.
  • Good written and spoken English
  • The role requires the ability to analyse and communicate complex
    information at a simpler level to a wide audience.
  • Role is variable with well-defined targets and/or minimum standards
    and is both proactive and reactive.
  • In-depth knowledge of the principles underlying the key purpose and
    role is required in order to make decisions affecting the team and which
    may impact more widely in the division/programme.
