Society (URCS) is the leading national humanitarian organization in Uganda and
a member of the International Red Cross Red Crescent Movement. The ICRC is an
International humanitarian institution which has a mandate to protect victims
of international and armed conflicts i.e. the wounded, refugees, civilians,
prisoners and other non-combatants.
The Public Health Officer is mainly responsible for effective and efficient
health project implementation, monitoring and reporting accordingly seeking to
maximize intervention with sectoral interventions including health, hygiene
promotion, interventions psychosocial support and nutrition to build
sustainable community capacity and strengthen community resilience among
refugee and host communities. The public Health Officer works in collaboration
a wide range of stakeholders to influence the delivery of high quality
development
- Actively contribute to the continuous
adaption of the integrated health, hygiene promotion and nutrition and
development of concept notes for innovative project outputs and make them
measurable together with PMER; - Proactively conduct situation and risk
analysis, and prepare contingency plans; - Identify funding and cooperation
opportunities and develop project proposals accordingy; - Contribute to the designing of the
emergency health, hygiene promotion and nutrition strategy for the health
project and support its implementation.
and Implementation:
- To develop a technically sound project
work plan and activities consistent with the goals and objectives the
project - Ensure that the goals and objectives of
the integrated health, hygiene promotion, psychological support and
nutrition interventions are met in a timely and effective manner; - Planning and implementation, including
budget management and timely quality narrative and financial reporting; - Identify and train community volunteers
and integrate in the community and health structure; - Mobilize communities and organize into
community action groups to initiate assessments, identification and action
of community led health promotion and disease prevention activities; - Enable communities to identify health
risks and be aware of actions that can promote health and that can prevent
diseases through CBHFFA method; - Ensure URCS staff involved in project
implementation trained in CBHFA, BCC, Gender and Diversity and program
management cycle; - Provide appropriate mentorship, capacity
building and technical support to volunteers; - In collaboration with health manager
conduct needs and capacity assessments in target areas and identify new
program opportunities and support; - Work in close coordination with other RC
movement partners and other actors monitor trends throughout the project
period; - Support the implementation of a
comprehensive continuum of addressing public health psychosocial support ,
hygiene promotion, nutrition and economic support to the target
beneficiaries; - Undertake continuous monitoring field
visits and meetings with relevant actors including project partners in
assessing trends, patterns and changing needs and consequently advise on
appropriate strategies; - Promote and contribute to coordination
among RC/RC Movement partners active in this domain and other partners; - Develop and maintain strong working
relationship and coordination line government departments, relevant
international and local NGOs/agencies engaged in health, hygiene
promotion, PSS and nutrition activities in the targeted areas; - Advocate for quality promotive,
prevention and response activities/ services and integration of health,
hygiene promotion, PSS and inclusion in SGBV programming to promote risk
reduction among the targeted communities; - Identify community reproductive health
and family planning needs in project areas; - Responsible for community disease
surveillance in the refugee settlements of project implementation; - Compile Health Sector reports as per
approved project work plans and budgets; - Provide timely report on reproductive
health and family planning related implementation; - Attend health working group sectoral
meetings with district and other partners; - Conduct distribution of reproductive
health and family planning materials to beneficiaries according to URCS
guidelines; - Perform any other duties as may be
allocated from time to time.
- The ideal candidate for the Uganda Red
Cross Society (URCS) Public Health Officer job opportunity should
preferably hold a Bachelor’s Degree in Health Sciences (Nursing, Public
health, Health Promotion, Clinical Medicine) Health Systems Management, or
Social Sciences with training in Public Health from a reputable
institution. - Postgraduate qualification in Health
Sciences (Nursing, Public health, Health Promotion, Clinical Medicine)
Health Systems Management will be an added advantage. - Three years’ experience in implementing
health, reproductive health, hygiene promotion, public health and family
planning. - Working experience of disaster risk
reduction, participatory planning social engagement - Experience of integrating gender, health
and HIV/AIDS, hygiene promotion and diversity - High levels of integrity
- Strong interpersonal and communication
skills, with good understanding of relevant cross-cultural issues. - Positive, respectful attitude and
collaborative approach to diversity - Good track record in participation,
technical training, facilitation and awareness raising activities - Demonstrated attention to detail;
ability to follow procedures, meet deadlines and work independently as
well as cooperatively with team members - Team player, self-motivated and
proactive on own initiative to set and achieve goals - Highly motivated, self-starter able to
lead a process, engage others and create ownership.
