About UNHCR:
The Office of the United
Nations High Commissioner for Refugees was established on December 14, 1950 by
the United Nations General Assembly. UNHCR’s mandate under the Statute of the
Office of the United Nations High Commissioner for Refugees is to lead and
co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Job Summary:  The Senior
Admin/Human Resources Assistant will function under direct supervision of the
Human Resources Officer, Or Admin Officer assisting him/her in personnel
administration and other HR related matters, including the process of
recruitment and appointment of staff, and in the performance management and
welfare issues of staff under area of responsibility (AOR). The incumbent
provides administrative and HR services to all colleagues in UNHCR Uganda
primarily for Affiliated Workforce (AWF). The services provided include
monitoring of attendance record, arranging medical examinations, participating
in selection process, briefing new arrivals, etc. The incumbent performs
personnel administration tasks including recruitments, separations, contracts
timely renewal among others. . The incumbent also liaises with internal and
other external entities in obtaining necessary permits, security clearances,
etc. The nature of certain administrative/personnel functions requires the
maintenance of strict confidentiality and discretion.
Key Duties and Responsibilities: 
  • Assist
    in the recruitment, assignment and reassignment of Affiliated Workforce
    (AWF) staff. Prepare documents for the interview panel for the recruitment
    of AWF staff.
  • Update
    personnel related information required for AWF staff.
  • Guide
    AWF staff members on their rights, obligations, benefits and entitlements,
    and assist them in interpreting staff rules and regulations.
  • Assist
    in administering medical insurance plan for AWF staff. Provide
    administrative support to AWF staff and dependants in case of medical
    evacuations.
  • Maintain
    personnel records in the office, including maintenance of the attendance,
    overtime and leave records. Draft routine correspondence, memoranda and
    reports.
  • Apply
    for travel authorisation and obtain security clearances for travel on missions
    to the Field Offices.
  • Make
    logistic and administrative arrangements for staff members travel on
    mission.
  • Maintain
    records and calendar of all missions and workshops.
  • Record
    minutes on HR/Admin meetings and keep track of the pending task list.
  • To
    follow up and liaise with Supply/ Program unit for local procurement.
  • To
    do the necessary coordination in respect of transport for the verification
    team and necessary equipment and etc. between the settlement and office
    and implement all necessary record and documentation.
  • To
    follow up and arrange the catering and food supply for the verification
    team.
  • Perform
    any other related duties as required.

  • The
    workforce in the AOR is well-informed of the organisation’s human resources
    policies and practices.
  • UNHCR
    provides a healthy, safe and respectful working environment for its
    workforce in the AOR.
  • UNHCR
    country office in Uganda receives administrative and Human Resources
    support to meet its current and future operational needs.

Qualifications, Skills and Experience:
  • The
    ideal candidate for the United Nations UNHCR Senior Admin/Human Resources
    Assistant job opportunity should have completed secondary education or
    equivalent technical or commercial school with certificate/training in
    Business Administration, Finance, Office Management, Human Resources or
    other related field.
  • At
    least five years of previous relevant work experience.
  • Good
    computer skills (MS office and People soft applications).
  • Fluency
    in English and working knowledge of another relevant UN language or local
    language.
  • Good
    knowledge of UNOPS administrative and HR procedures and processes and
    exposure to provision of support services in an international
    organization.
