Job Summary: The Program
Analyst GBV will substantively contribute to the UNFPA programme activities in
Northern Uganda. S/he will work to keep the issue of GBV health high on the
agenda of the Local Government and of the Local Development Partners, optimize
the allocation of resources, influence policies and improve consistency,
effectiveness of interventions and support the UNFPA work in the region. The
Program Analyst GBV will guide and facilitate the delivery of UNFPA programs by
monitoring results achieved in the implementation and enables response to the
current refuge influx/emergency.

Key Duties and Responsibilities:
Environmental scanning and
Advocacy:
Advocacy:
- Support
the district local governments and Implementing Partners in Northern
Region to undertake a diagnosis of the causes of the slow progress in the
reduction of GBV in the region and subsequently propose the most effective
strategies to address barriers and challenges identified. - Work
closely with local media agencies to help publicize UNFPA in the districts
and humanitarian settings work including through press releases, articles,
documentaries, TV interviews and radios. - Provide
technical support to the development of relevant advocacy and policy
documents to address GBV and broader Reproductive Health issues in
districts and humanitarian settings.
Programme Development and
Coordination:
Coordination:
- Contribute
to integration of GBV prevention and response in district programmes and
projects in districts and humanitarian settings. - Actively
contribute to integration of reproductive health and rights, HIV/AIDS,
gender and population issues in programmes and projects in districts and
humanitarian settings. - In
collaboration with UNFPA Country Office (CO) staff, support development of
comprehensive GBV, and Sexual Reproductive Health and Rights (SRHR)
programmes by working closely with government ministries, local district
and humanitarian technical teams and officials, local NGOs and UN
agencies. - Support
the UNFPA Humanitarian team and collaborate with other Implementing
partners working in emergencies in providing a coordinated response to
people in humanitarian settings. - Support
the development/ revision of training materials for districts and
humanitarian settings according to the local context. - Contribute
to capacity building of the Government and partners, especially for
multi-sectoral GBV prevention and response and humanitarian programming - Monitoring
and Evaluation: - Keenly
monitor UNFPA-supported programmes through reports and field visits
including activity implementation and financial expenditure. - Actively
participate in the joint programmes monitoring and evaluations at both
district and national levels. - Support
the district in the data generation, analysis and use for evidence-based
decision making. - Support
the implementation of the existing accountability framework for MNH (work
with UN M&E technical working group) based on an agreed scorecard
especially for humanitarian settings.
Resource Mobilization:
- Facilitate
the identification of resource gaps in the districts and humanitarian
settings and preparation of project proposals and strategic documents such
as the Common Humanitarian Action Plan (CHAP) and Consolidated Appeal
Proposal (CAP). - Offer
technical support to the development of relevant documents for resource
mobilization.
Reporting:
- Support
UNFPA-funded projects and Implementing Partners (IPs) to submit technical
and financial reports in conformity with the signed agreements. - Prepare
and submit regular analytical and project reports, including ‘Sitreps’, to
be shared with the National and Local Government, UNFPA Country Office, UN
Country Team (UNCT) and other relevant stakeholders. - Document
the best practices, lessons learnt and success stories for deepening the
knowledge base for UNFPA and partners.
Work Relations:
- Work
closely with the regional and national authorities when planning and
implementing SRH and GBV activities for humanitarian settings. - Liaise
with exiting District Disaster Management Committees and recovery systems
to ensure that ICPD agenda is taken into consideration, - Liaise
with other sectors, including education, community development and
protection, to ensure a multi-sectoral approach in programme design. - Build
and maintain solid working relationship and constantly share relevant
information with the Government, UN partner agencies and other
stakeholders. - Proactively
engage media actors to disseminate and promote GBV prevention and SRHR
messages to the public.
Qualifications, Skills and Experience:
- The
ideal candidate for the United Nations UNFPA Programme Analyst, GBV job
opportunity should hold an advanced university degree in Medicine,
Population and Reproductive Health, Nursing and Midwifery, public health,
demography, women and Gender studies, social science or other relevant
field. - Previous
experience in GBV and/or Humanitarian response would be an advantage - Computer
skills: Proficiency in current office software applications. - Languages: Fluency in oral and written English.
