Children and Youth (SOCY) Project, is a five-year project funded by USAID and
implemented by Catholic Relief Services (CRS) in partnership with Action for
Community Development (ACODEV), TPO Uganda, technical resource partners
including Palladium, Institute for Reproductive Health Georgetown University,
Centre for Creative Leadership, Living Goods and array of local Civil Society
Organizations (CSOs). The project objective is to improve the health,
nutrition, education and psychosocial wellbeing of vulnerable populations, as
well as reduce abuse, exploitation and neglect in 19 districts in central and western
Uganda.
Program Manager will provide overall technical oversight to include: ensuring
quality program implementation across all the program technical areas with
focus on program integration at all levels of implementation; service layering
at household level and other service delivery platforms; providing technical
support to the pilot projects within the program while working with the SOCY
Monitoring and Evaluation Team to generate/update the program learning agenda
and follow through data collection, analysis and documentation processes and
procedures are well documented for replication and dissemination. The Manager
will also work closely with the SOCY M&E Team to analyze data and utilize
all available information including the GIS maps to identify areas of
improvement in programing and to improve, interpret and implement quality
assurance standards. The Senior Program Manager may be asked to represent the
project in relevant fora, including meetings with project partners, donors, and
other stakeholders. S/he may also be involved in meetings and events to present
findings to stakeholders and report on project activities.
- Further build on existing coordination
mechanisms for service delivery between the three project Result Areas for
effective service layering at household and other service delivery
platforms (e.g. SILC, Youth groups, caregiver groups, adolescent group). - offer technical support to SOCY partner
Living Goods, piloting Early Childhood Development (ECD) interventions in
Wakiso in the design/review of the pilot and work with the MEAL Team to
ensure the learning processes and procedures are well documented for
replication and dissemination. - Provide support in the design/review and
implementation of other pilot projects to include the voucher system for
case management, layering of the food banks with roll out of nutrition
interventions, while leveraging on already existing interventions to
ensure effective integration for comprehensive service delivery - Refine program quality improvement tools
to ensure effective implementation and delivery of quality services for
high impact. - On an on-going basis, evaluate adequacy
of and improve program standard operating procedures including Job Aids
and orient staff at all levels. - Work in close collaboration with the
MEAL team, implement the feedback and accountability mechanism including
investigating and responding to feedback from beneficiaries and partners. - Work with the DCoP in analyzing data including
GIS mapping to identify areas of improvement in programming, on a regular
basis. - Support the DCoP to ensure ongoing
program compliance to latest PEPFAR programming guidance. - Support the DCoP to manage donor day to
day requests, quarterly report compilation, workplan development processes
and execution.

Relief Services (CRS) USAID SOCY Project Senior Program Manager, Quality
Assurance job opportunity should hold a Master’s Degree in Public Health,
Development Studies; University Degree in Social Work/Social Sciences/
Community Development - A minimum of eight years’ experience
with PEPFAR/USAID funded OVC projects - Experience in community OVC programing
with deeper understanding of HIV prevention, care and treatment,
adolescent health, gender and nutrition within an OVC context - Proven experience in coordination of more
complex programs and team work - Proven conceptual evaluative and
analytical skills- ability to identify issues, formulate actions and make
conclusive recommendations and document lessons learned - Proven experience and ability to manage
relationships within the organization and partnerships at different levels - Experience working with an International
Non-Governmental Organization - Excellent communication skills, both
written and oral, and ability to communicate with colleagues, partners and
external stakeholders - Ability and willingness to travel within
the target districts in Central, Western and South-Western Uganda for more
than 70% of the time - Agency-wide
