(NCS) is a statutory organisation that was established in 1964, to among other
things; Develop, Promote and Control all forms of sports in the country.
managing and coordinating the Council’s planning function that involves the
development of a comprehensive, integrated strategic plan, work plans and
budgets, while monitoring and evaluating their implementation.
- Coordinate
the planning and budgeting functions of the Council. - Prepare
the annual and midterm plans for the Council in line with the approved
five year strategic plan, policy and procedures. - To
prepare and review the five year strategic plan incorporating plans of all
departments and units through a consultative process and placing it before
management for approval in line with Council’s mandate. - Prepare
and submit the budget framework paper (BFP) and budget to the management
team and the Council. - Carry
out regular and timely reviews of the progress in implementing the
Council’s approved plans, policies, and programs. - Review
the performance of departments and units of the Council. - Providing
technical guidance to departments and units in the preparation of
annual/quarterly and annual work plans and budgets. - Organize,
establish and maintain a sound data bank. - Supervise
the routine collection, analysis, interpretation and dissemination of data
relating to the functioning of NCS. - To
compile, consolidate, quarterly progress reports and ensure that such
reports are reviewed by management and submitted to the Council and other
relevant stakeholders. - Put
in place, a monitoring and evaluation system on all programs of the
Council.
- The applicant must hold an Honours Degree in
Economics or statistics or quantitative economics or other related area
from a recognized Institution. - A Postgraduate Diploma in Planning and
Management from a recognized institution. - Possession of a Master’s degree in any of the
following fields, Economics; Monitoring and Evaluation or relevant Masters
from a recognized Institution will be an added advantage. - Five
years of working experience as a planner, two (2) of which should have been at supervisory level in
areas of planning, budgeting and reporting, monitoring and evaluation or
any other area relevant to the job from a reputable Institution. - Experience in government systems, operations,
budgeting, accountability,
reporting, and coordination mechanism are a requirement. - Planning, organizing and coordinating skills

computer skills - Financial management;
