About USAID BETTER OUTCOMES Project:
World Education Inc. /Bantwana
(WEI/B) is implementing the five- year USAID funded BETTER OUTCOMES for
Children and Youth in Eastern and Northern Uganda. The goal of the project is
to improve the wellbeing of children and youth orphaned and made vulnerable by
HIV and other adversities in Eastern and Northern Uganda. BETTER OUTCOMES is
implemented by a consortium of five partners, namely: WEI/B as the prime
partner; Mercy Corps, Uganda Women’s Efforts to Save Orphans (UWESO), Youth,
Alive and Friends of Christ Revival (FOC-REV); each responsible for specific
technical aspects of the project. The project is being implemented in 20
districts of Eastern and Northern Uganda.

Job Summary: The
Parenting and ECD Specialist (PES) will provide advice and support to the
programmatic development, implementation, and evaluation of parenting and ECD
interventions across the BETTER OUTCOMES Project aimed at mainstreaming
Effective Parenting and ECD practices and innovations using developed models.
S/he will work closely with the Sector Head Parenting, other Technical Result
leads and civil society organizations (CSOs) to help in the thinking process,
knowledge brokerage, establishment and nurturing of strong relations with
networks of Parenting and ECD implementors and experts at district and national
levels. S/he will provide technical guidance to the Parenting and ECD
coordinators and officers to integrate chore HIV/Aids strategic engagements to
ensure compliance to the USAID/PEPFAR 3.0 guidelines for the prevention and
response to HIV/Aids as well as the elimination of Gender Based Violence (GBV)
prevalence in enrolled households. Worldng with other stakeholders, the PES
will ensure that the BETTER OUTCOMES parental and ECD interventions contributes
to improved family relationships and increased parental engagement in their
children’s education and general social wellbeing. Specifically;

- Steer
the planning and oversee the implementation of the Parenting and ECD
activities in the Project and provide technical guidance to the Parenting
and ECD Regional Coordinators, officers in the development of budgets,
annual, quarterly, monthly and weekly work plans and implementation of the
parenting and ECD training models
Development of Technical
skills and Resources tor Parenting and ECD sector (15%)
skills and Resources tor Parenting and ECD sector (15%)
- Support
identification of training needs of staff, partner organizations (CSOs)
and community structures in Parenting and ECD and ensure that costed
training plans, coordinate and schedule the delivery of trainings on
effective Parenting and ECD capacity building activities at national and
regional levels are developed. - Help
develop Parenting and ECD toolkits tor support to Field offices and BETTER
OUTCOMES Partners in implementing Parenting and ECD curriculum - Work
in close collaboration with the Case Management, Youth Development, and
Economic strengthening teams develop technical packages and common
approaches based on Bantwana/BETTER OUTCOMES experience and strategy.
Representation, Networking and
Advocacy (10%)

- Represent
World Education/Bantwana in technical meetings, events and other
collaborative activities relevant to parenting and ECD and further
strengthen collaboration with various child protection, HIV/Aids and
gender–based violence
service providers both formal and non-formal to ensure comprehensive
service delivery to beneficiary vulnerable households.
Project monitoring, Learning,
innovation and documentation (15%)

- Periodically
follow up with project teams on implementation of planned and approved
parenting and ECD activities. - Regularly
review the experience of Bantwana in implementing Parenting and ECD
programs and assist with the documentation of best practices and
innovations tor sharing across program teams and with CSO and government
partners. - Track
and manage data on parenting and ECD activities and - documentation
including electronic and non-electronic filing and storage, parenting and
ECD tools, presentations, meeting minutes and d develop and share with the
Sector Head monthly, quarterly, and annual activity and progress reports
detailing trend in parenting and ECD activities
Qualifications, Skills and Experience:
- The
applicant for the USAID Project Parenting and ECD Specialist job placement
must hold a Master’s degree in Social work, Development Studies, Education
or Community Psychology with relevant training in Project planning and
management, Child protection, Early Childhood development, - Five
years’ experience working with Child protection focused projects, OVC
programming, case management and knowledge of HIV/AIDS service delivery
among positive caregivers and children - Working
knowledge of and experience with USAID funded programs/ projects policies
and procedures will be an added advantage. - Knowledge
of child development, parenting and ECD / OVC programme, child protection
policies and its influence on parent/child relationship in every stage of
child’s development
